Bank Draft

I had applied for Bank Draft to a branch as I wanted to send fee for a seminar. I filled the form, and paid the money at 1130 am, but all applicants daily at the branch are told to come to collect their Bank Drafts 3.30pm. This causes loss of a whole working day, as everybody like me had to wait doing nothing and could not proceed to our offices/ colleges.

i)                    Is the practice at the branch as per instructions of SBI, to keep customers waiting for 3 to 4 hours everyday?

ii)                  Is there a Citizens Charter, is it to be prominently displayed, and what is the time provided in such charter for making of a bank draft?

iii)                On the application form for Bank Draft was a column for signature when Draft is received. I was asked to sign there before leaving the counter, even though Draft was not given at that time and was to be given in the evening. Is this rightful practice?

iv)                In the evening when I collected the Draft I was also asked to hand over the counterfoil also, even though I had already signed on the main body of the application in the column “Draft received”. Even when I specifically asked the Branch Accountant for the counterfoil he refused to give it, saying that the customer gets only the Bank Draft. Is this rightful practice? It may be noted that the counterfoil mentions the exchange charged by the bank, and this information is not given on the Bank Draft. Why would the State Bank of India being a nationalized bank want to hide the rate charged by it? Also, the applicant may need the counterfoil for his account books as proof of charges paid to bank.

Chief Manager was not in his cabin, but matter was confirmed also with the chief cashier of the branch. He too confirmed that counterfoil will not be given and that the Bank retains both parts of the application that is the main body and the counterfoil. In case the practices at the branch are not right, please confirm if I could give you branch name and Draft number so that either counterfoil be returned or bank to issue some kind of receipt for the exchange charges. Also, if any of the above practices at this branch are not right despite their having highly paid officers, how will you compensate my time and expenses for being forced to write this RTI only to get a simple receipt from the bank.

    Please do not post duplicate requests and take advantage of this voluntary system, because it increases our work-load and serves no purpose

    I will now upload it back, so this will carry on. Matters will get messed up again, like done in application number 9198, where others had to intervene to sort out mess left by you. There are other cases too. This is not a fault of the voluntary system , but abuse of power to transfer categories. The steel rule has came because of sacrifices by others, so you don’t violate it. But if you don’t respect others efforts, then others will not respect yours too. Kindly in next two-three hours put the original application back to unprocessed, then with complainant’s approval, it can be moved. Else I’ll have to reupload. It is a matter of principle and respect for others effort.
