Delay in Declaration of Result of Interviews in IOCL which were conducted through GATE 2012

I am a candidate who appeared for interview in IOCL through GATE 2012 in Kolkata. Last year the result was declared on 23rd May 2011 but this year result hasn’t been announced till now.
I have had many talks with Mr. Goutam Dutta (HR IOCL) and Biswajeet roy (HR IOCL), earlier they told me that all of this is due to minority sub quota issue and we have to wait for supreme court(SC) decision before declaring results, but even
when the minority sub quota issue was resolved by the SC on 13th June we are told to wait for 3-4 more weeks without justifying any proper reason. Every time on calling him we receive the same answer that “we have to wait for 3-4 weeks due to some legal complications and formalities”. But he refuses to tell us what are these legal complications, I called him after SC decision on 13th June and he told me that it will take 3-4 weeks and when I called him again today (20 June) he again said it will take 3-4 weeks.
Also we for sure know that this delay is not due to minority sub quota (since NPCIL which is also a PSU declared result on 16th June). I am filing this RTI because this issue is very very important as I left my job to join IOCL and now at the edge they are delaying results without any known reasons.

Its a humble request to IOCL HR admin please out the result of Gate 2012, We are Facing lot of problems because of it.
