Arrow City manhattan Project Real (Legal) or Fake (illegal)

Hello Sir,

I have recently purchased 2 BHK Flat in Arrow city Manhattan Project, Pen, Dist.-Raigad, Navi Mumbai. Web Address- “http://arrowgroup.us/”.
The Project dates back from 2007 and still in process of completion till date.
The Office persons there says that all the documents have recently been
cleared 31st march 2012 and possession will be given in 3 years of time and registration will be done in 2 months.So I purchased a flat in this Project, construction work is going on site and till date basement work is done.

But recently 25th June 2012 when I called them they say registration will be done in 1 years as for reason for delay they say first registration of that buyers will be done first who have booked long back. I think something wrong about whole process now and so want to file an RTI if u would help.

I would like to file an RTI to know whether Arrow Engineering Ltd. company is Registered and legal or not? And whether the company Arrow Engineering Ltd. has purchased all the land legally for the construction of their Mega housing Project Arrow city Manhattan at Village kandle,Tehsil Pen, Raigarh. In all the land purchased for the Arrow city Manhattan Project is legally been bought from Framers/Government, do the land is certified as Non-Agricultural land by the government, do the company Arrow Engineering Ltd. has 7\12
for the land purchased for the project and do they have all necessary permissions to go ahead and build a Mega township in Pen, does the project has approval from Authorized CIDCO officials or whoever is authorized to give permission for Housing projects in Navi mumbai Pen Area.

At last I want to file a single RTI for all of above from which i can know that I am investing in Legal and problem free Project i.e “Arrow city Manhattan”.

    you can file an rti reg this to the navi mumbai muncipal corporation (at most.check if it belongs to that area or any panchayat)

    you can ask for

    1.commencement certificate
    2.occupancy certificate(if occupied)
    3.plan sanctioned

    clearly mention the survey number plot number and name of the builder and address

    u need to draft it addressing it to public information officer

      Hi Sivanath, Thanks for your Reply. This means that you or your team will not file an RTI on behalf of me ? The Area belongs to Panchayat most probbably. If you would not file an RTI then pls say so…..

        I am new here and working on my first RTI application with great help from other volunteers on the board.
        This board helps you in:
        1. Drafting your application, so that minimal chances of rejection happens on technical ground.
        2. Filing the RTI application anonymously (your application is filed by someone else in his own name and address and expenses and reply received shared on the board, to keep the identity of actual beneficiary a secret. To illustrate a benefit, suppose I have booked a property with a builder and file an RTI. If builder comes to know I have filed an RTI, he may try to harass me in various ways, but if someone from say Himachal Pradesh has filed an RTI, there is not much builder can do.
        I would recommend that you need to appreciate the efforts of the board. For every one RTI filed for you by the volunteers, you should file 2 RTIs for people looking for getting their anonymous RTIs filed.
        I request the team members to excuse me in case I have overstepped my limits and barged into this conversation.

      Hello Everyone sorry for late reply, actually I got 7/12 papers of the land purchased by the arrow city people and I was trying to get the details like 1)The survey number, 2)Plot number etc but couldn’t find even after going through the papers twice, so I would request the team members that is there any lawyers in your group that can help me to unveil the information in the 7/12 papers that would help in filing RTI. And also do 7/12 papers have any vital information to file RTI to know the authenticity of the Project ? If any expert is present in this group for this matter(examinig 7/12 papers to find information to file RTI) please help me.

Pls mention all the information needed from me to file and RTI once again to avoid any more further misunderstanding and confusion if you need any more information pls mention it too as I don’t know the procedure of filing any RTI and hence don’t know what all information are required to do so.

          A lot of doubts about status of the Arrow City Manhattan – Panvel/Pen project. No work at site for more than FOUR years. The promoter has not been sharing any information about the project – proof of purchase of land by the Company, approval of building plan by Alibaug Town Planning Department, etc. There is little hope and serious doubt,

          Please write a letter to the company and take acknowledgement due asking for the following documents:
          (1) Copy of 7/12 extract of land on which the your building or plot is to located
          (2) Copy of Building proposal approved by the Town Planning Department, Alibaug
          (3) Allotment letter for your Flat/Plot
          (4) Copy of any latest approval or communication from any government department

    I had one query, actually Arrow city builders are constructing one big mega township and so they have acquired many land plots from 4-5 villages, so do you require 1)The survey number, 2)Plot number for all the purchased lands ? Can it be included in one single RTI application. Also the Address(residential) of builder is not known, only the site and other office addresses are known will it do ? They have given me xerox copies of saat bara of lands and other documents requesting Electric & water supply connection for township from Alibaug-Raigad municipal council. Also the PIO is difficult to find as the land doesn’t come under Navi mumbai Municipal council.

      Arrow City Manhattan? No land! No Gov approval?
      There has been a lot of doubts and questions raised about the status of the Arrow City Manhattan – Panvel/Pen project. There has been no development at site for more than FOUR years. The promoter has not been sharing any information about the project – proof of purchase of land by the Company, approval of building plan by Alibaug Town Planning Department, and all other clearance related issues. There are news about the project being scrapped, although public continue to show interest and make bookings due to huge advertisement and publicity. The company has not been forthcoming about it work schedule at site. The Company sales representative has shown an 7/12 extract of land in the name of the promoter and not in the name of the Company. The Arrow City approval of 2008 is too old a document to understand its current status. It may have been scrapped subsequently. There was another document, known as search report for a piece of land by a private advocate. All these documents mean nothing in real terms. The company has started booing flats for 18 story buildings without even submitting a building proposal for approval to the Government. After waiting for a couple of years, many investors have cancelled their bookings and taken the money back. The company is in profit in every way as it deducts 20% of the money. These are some of the information we received from company sales representative orally and for spot viewing of irrelevant and misleading documents after repeated requests. These do not reflect on the status of the project. There is little hope and serious doubt, that the Company is not serious and sincere about executing the project. Our investment will then be just lost. Please wake up and ask for proof from the company.

      Please write a letter to the company and send by registered post with acknowledgement due asking for the following documents:

      (1) Copy of 7/12 extract of land on which the your building or plot is to located
      (2) Copy of Building proposal approved by the Town Planning Department, Alibaug
      (3) Allotment letter for your Flat/Plot
      (4) Copy of draft agreement for sale for registration of your booking (this is required to done on booking itself to protect your investment)
      (5) Copy of any latest approval or communication from any government department

        Please advise why the sudden change in plan to change the township structure from 7 storey buidings to now 18 storey buildings. By when can we expect u to receive the approval from Town Planning dept for same. I have booked a 1BHK in your township & when asked to provide me a Copy of Building proposal approved by the Town Planning Department, Ive been told that a photo copy for same cannot be provided.

          We have changed the plans for High storied buildings as all of the units in arrow city are affordable and it made sence to go vertical as higher floor catches premium and hence their is no price per sq feet increase.the govt. order for special township is their at office/site so please come to visit site to our cbd belapur office and take a copy of the same

    The Economic Offences Wing of Mumbai police on Wednesday conducted a search at the premises of Golden Tobacco Limited (GTL),and Arrow Engineering Limited,in connection with the criminal case filed against the two firms involving sale of a prime piece of land in Vile Parle.
    EOW Additional CP,Rajvardhan confirmed that the agency had conducted a search at GTL and Arrow Engineering and said important documents related to the case have been seized during the search.
    Golden Tobacco Limited (GTL) managing director J B Khetan,Chairman Sanjay Dalmiya,VC Anurag Dalmiya,Director (Finance) Ashok Joshi and shareholder Pramod Jain,and Arrow Engineering Company directors Tripta Malhotra,Vineet Malhotra and Natasha Malhotra have been booked by EOW under IPC sections 406 (criminal breach of trust),120 (B) (Criminal conspiracy) and 34 (Common intention ),at Juhu police station.

    We had changed our registered office at pen as this project is the biggest of all projects we have done or would do. The shifting of registered office was done in year 2010 only.Regarding about vile parle land.. we have paid Rs 50 crores as advance to Golden tobacco ltd. for developing this property on 50:50 share ratio which includes finance/marketing/project management . Once the complaint was made we went to court and court observed we are outsiders in this case and gave us interim relef. These days most of builders are in financial bad shape so to resolve their civil issues which take years in court plan to pressurise other party by filing criminal complaints.But with honurable courts relief we are at peace. Our main bussiness is to buy/sell property ..so we do our work honestly

Secondly for apartments the time schedule given was 60 months we are very hopeful of completing that.     . As you said above for the apartments the time given was 60 months I have booked a 2BHK in Dec 2010 and I don’t think it will be ready by 2015. Also when I recently called the belapur office now they are saying, the construction is held because first it was under MMRDA and now it’s CIDCO is taking over, which I could not understand.

    I have also paid (under down payment scheme)for 3 BHK in July 2010 and they have offered exchange of flat with plot. However the offer is not as per rate prevailing at the time of down payment,so I have not accepted offer and their calculation is as per FSI sharing with the co in 55% and 45%

      I think the plot agreement is not with individual but among group of 30-40 members. This offer is of no meaning. Have to wait and act in combine. Their belapur office is not replying correct scenario.

    Without wasting any more time all the persons who have invested should immediately form as group and start filing criminal cases against the owner & directors of the company by name, the owner has to be dealt in the same manner as Subrata Roy of Sahara.

    Otherwise forget your money ???

    My opinion is, we all come together and put pressure on builder for registration of documents and early possession, foreseeing the development of Pen area in near future. The appreciation will be high. We are not moneylenders to facilitate the builder our money on interest, he may agree that with nominal interest

    Hi Dear… We have completed appx 400 registerations of clients for land under jv .. Secondly we are waiting for some pending approvals from Naina Cidco .. We have applied to them but their masterplan process is still at planning stage. They have come out with a concept plan of 20 odd villages in panvel. This plan gives fsi of 1.7 . On sucess of this plan a new DCR and masterplan shall be there for rest of Naina cidco area . We except this to be there within few weeks or months after state elections in November 2014. We have already come above first floor for 7 buildings but the work has stopped to wait for pending approvals. We are completing concrete walls .
