Irregularities in prmotions in Indian Railways

RTI Anonymous found major irregularities in the Indian Railways promotion process.  Officers were arbitrarily promoted violating all norms (presumably after taking a bribe).

Notification number MW/MR/GDCE/Tech-III/Elect dated 19.03.2008 was issued for the filling up the Tech-III posts in electrical department through General Departmental Competitive Examination (GDCE).  As per the guidelines of the Railway Board notice No. E(NG)I-2005/PM1/52 dated 22.08.2006, para-2, It is clearly mentioned that cut-off date for determining the eligibility of staff appearing in the selection  should be the date of issue of notification for the said selection. So the cutoff date should be 19.03.2008 for considering the requisite minimum criteria for the eligibility of filling the applications. And all the candidates should be regular employees to appear in the GDCE as mentioned in the Guidelines of Railway Board notification No. E(NG)I-92/PM/16 dated 20.08.1993 & No.E(NG)I/2004/PM 2/3 dated 05.08.2004, para-4.

So as per notifications all the applicants must have regular status at the time of filing the application i.e. on 19.03.2008 and not beyond that date.

Here the malpractice started. The criteria of regular status were totally violated and applications of many candidates were accepted who were not regular at the time of cut-off date. More over these applications passed the verification process of the personnel Dept. without any rejection. Applications of the candidates with not regular status must have been rejected at this stage only. Names of these not regular candidates were included in the list of eligible candidates (names are marked with not regular status). Written examination was conducted without barring such candidates.

Result was published vide letter no. MW/MR/GDCE/Tech.Gr.III/Elect dated 24.02.2009 and called for verification of the testimonials. This list contained the names of certain candidates who were not regular at the time of filling the applications means they don’t fulfilled minimum requisite criteria. These candidates were again passed through the verification process by RRB Kolkata without going in the details of the minimum requisite criteria.

These selected candidates who were not regular at the time of filling of the applications were regularized vide letter No. GMA/MR/Sub.Screening dated 26.06.2009 which is much after the cut-off date (19.03.2008).

The violations were made intentionally or unintentionally by the officials of the Personnel Dept. of CLW Administration and officials of RRB KOLKATA. Names are:  Shri D.K.Srivastav Chaiman RRB Kolkata, Shri. N. MAJUNDAR, Asst.Secretary RRB Kolkata, Shri Joyti Kumar CPO/CLW,  Dy.CPO(W) Shri A.P.Dey,  AWO & APO(E)  Shri A.Sen Bokshi Presently SPO(W) CLW Chittaranjan.

    Iam confused about the two Departmental examinations, viz.,GDCE and LDCE.The Notification dated 22.8.2006 is applicable to
    LDCE only. It doesn’t mention about GDCE. What
    I presume is that the GDCE is for Technical posts and LDCE is for Non-Technical posts. Pl check up and comment.( Of course I may be wrong)

    • Sir, please check “Guidelines for GDCE 1993″ document, point 2(iv) says “All regular employees possessing the the prescribed educational qualification for direct recruitment shall be eligible to appear in the GDCE, irrespective of the grade and cader.” Thus it is clear violation of the guidelines.

    Dear Sir,
    There are some clarifications about LDCE & GDCE.
    LDCE- Limited Departmental Comptitive Exam.
    20% vacancies of a cader will fill up through LDCE. The eligibility of such exam is 5 year regular service in a particular grade of same department.
    (Please note Railway have 8 departments)
    An employee can promoted on a higher post and can bypass his senior employees through LDCE, in his own department only.

    GDCE – GENERAL Departmental Comptitive Exam.
    Those vacancies which are fillup through Railway Recruitment Board, some percent vacancies can fillup through GDEC for Railway Employees.
    The Railway Employees of any departmet of RLY can eligible for GDCE.
