Delay in Scholarships.
There are over 200 students who are suffering due to Delay in payment of Scolarships.
Also according to the scheme , 80,000/ annum should be given to a student , but we receive only 60,000.

Provide the following details relating to the distribution of INSPIRE (Innovation for Science Pursuit for Inspired Research) Scholarships in IIT Roorkee since 2008 to till date.
- Please provide the Name, Fathers Name,Branch, Year, Roll number of all the students who are eligible to receive the above mentioned scholarship.
- Please tell the amount of the scholarship, which all the above mentioned students should receive.
- Have the above mentioned students in question 1, already been given the scholarship amount for the year 2011-12 according to your records?
If yes, then provide an attested copy of the related documents/registers which contain the above mentioned details. - How many students received the scholarship in the year 2009-2010 and 2010-2011 ?
Provide an attested copy of the receipt register which contains the signatures of the students. - What is the basis on which the distribution of scholarships to the students is decided? Are there any rules and regulations for such scholarship distribution? Provide an attested copy of all related governing orders/directions and laws.
- What is the total amount of funds allotted by the Government for the distribution of scholarships to various students?
- Has the department made any arrangement/system for the fair and just distribution of scholarships to the deserving students? Provide an attested copy of the related documents.
- If any student has not been given the scholarship during the year 2011-2012, then specify the reason for the same. Provide an attested copy of the related documents.
- Provide a list of all such students who have not been given the scholarship yet with the following particulars:
• Name of the student
•Enrolment Number.
• Father’s name
• Reason for not being given the scholarship
10. Specify the names and designation of the officers responsible for the non payment of
scholarships on time. What action will be taken against such officers according to
departmental rules and regulations? When will this action be taken?
I am depositing the application fee (Rs.10/-) separately.
Also as per the provisions of the RTI Act, 2005 please provide the details (Name and Designation) of the first appellate authority w.r.t to your department with the reply to the above request., where I may if required file my first appeal.
all points raised above seems to me appropriate, except minor change in
“1.Please provide the Name, Fathers Name,Branch, Year, Roll number of all the students who are eligible to receive the above mentioned scholarship”.
I thnk we should educate people to be precise and to the point while raising such big querries

All that was suggested by Mr. Helping Hand and changed by was a simple grammatic mistake.
Your original sentence was —
Please the Name, Fathers Name,Branch, Year, Roll number of all the students who are eligible to receive the above mentioned scholarship”.
The new changed sentence added teh word “provide” after the Please. Nothing else was changed.

To File and RTI, as per the act, we do not need to specify the reason to the govt. departments. It would be nice to know such goof-ups actually, to draft it more effectively, but I feel that its not a real necessity.

This should be addressed to MHRD as they are the ones who allocate funds to scholarship, any discrepancies in allocation will be dealt by them.
Therefore I will file this RTI application with PIO of MHRD
In order to expose this we need to ask for
1) Total number of candidates eligible for INSPIRE during ‘DEC-2008′ to ‘DEC2011′
2) Total sum of INSPIRE funds disbursed during ‘DEC-2008′ to ‘DEC-2011′
3) Total sum of INSPIRE funds that are still pending to be disbursed during ‘DEC-2008′ to ‘DEC-2011′

FYI: If your application contains language like how, what, when, why its likely to be rejected. Also, the CIC have asked the applicants to use polite ways of seeking information..
citizen can seek only information, which is available with the public authority in the material form leaving no provision to seek clarification by raising queries. It is not open to an applicant to ask, questions to the public authorities above the nature and quality of their reasons. It may be noted that the public authority is not bound to answer queries like why, what, whether, How and under what circumstances to an applicant (CIC decision dated 10.05.2007, K. Anand kini v. Canara Bank).
(d) – asks about the guidelines/orders received from govt regarding the process followed (e.e paid in cash on monthly basis, or paid as check yearly, or paid once in a semester, formalities to be completed to receive that fund )

As far as I know if you claim that summer internship via a letter to principal it will be given to you..
What we used to do for GATE scholarship was submit some request to release that summer intership ( usually paid for the period of holidays ). Unless you claim for it you will not get it.

This RTI needs to be taken further to reap its full benefits and I understand that this is being done by Mr. Sky Walker and Mr. compaq.
At the same time, I wish to mention that even in its current avatar, it is definitely a success story for us.
This is because for the first time, Department of Science and Technolgoy (DST) accepted officially on paper that they are giving Rs. 80,000 per student to the IIT’s. It is also well known that the IIT’s are giving only Rs. 60,000 per student.
DST has also clearly accepted that the IIT’s haven’t been asked to retain Rs. 20,000. Yet, it is well known that the IIT’s are doing it.
DST is also officially accepting on paper that Rs. 20,000 has been “earmarked as mentorship cost for summer/winter research activities at any institution”. Again, it is well known that the IIT’s aren’t releasing this money even for summer/winter research activities for any student at any institution.
Submit a claim letter to Registrar, attach a proof of mentorship that you underwent in summer..
wait for his reply, say for 2 weeks.. and If you didn’t get the money then thru RTI reason out why your claim of scholarship is not considered..
There will be no doubt in Registrar mind that one of you / all of you are behind this RTI and I am sure they would trouble you in some way unless otherwise you are united..
Therefore I suggest you all submit the claim letter collectively..
There is no point in fear like this..

1) What are the things that needs to be submitted to reimburse the 20,000/- of ISPIRE fund while doing research (summer / winter intership) in institute otherthan IITR
2) Is there any specific document/communication showing reasons for withhelding the INSPIRE mentorship aid while doing research in institute other than internal (IIT-R)

I suggest lets not be aggressive, lets be polite. I hope our motive is to get the scholarship money. If we ask for questions like why an FIR was not filed etc.. the PIO might get cautious and may take protective measures and you will not get the scholarship easily. Lets not complicate things from our end, let things happen naturally.

There is a clause in all education institution to utilize the surplus funds for whatever they want ( officially ). Releasing part of Scholarship fund is one such tactics to create money out of thin air..
FIR cannot be filed for this matter, even if someone files an FIR against college, it cannot be carried forward to next level as there are many easy ways out
Q1. Number of INSPIRE scholars who were granted only Rs 60,000/- per annum , during the academic year 2011-2012.

Q7. Please inform name and designation of all the persons who are responsible for disbursing inspire grant during 2008-2012.

FYI: in any college its the responsibility of the Principal to take care of receiving and disbursement of Scholarship funds, DST or AICTE or MHRD will not respond to any once except the Principal..

I am not going to enclose the reply that was received from DST.. doing so will easy the job of PIO..
In case the PIO of IITR provides something different from what was revealed by DST, then we can move a second appeal and complaint agaisnt PIO of IITR for providing false information ( Malafide / misleading ).
We can also ask for initiating disciplinary action and insvestigation behind the reason for providing such false information.
