Information is required whether necessary Inspection and Grant of Permission from Electrical Inspector, for energizing below mentioned  Multistoried Building, has been taken by Developer M/S. Banoo Construction’s/Banoo Estate Cooperative Housing Society (Unregistered), both represented by Mr. Shakeel Akeel Shaikh, having his office at Shop no.1, Building no.1, Banoo Complex, Jeevan Baug, Mumbra, Thane-400612.

4). Subject matter of Information:

Please refer to the below mentioned Rule 50A of The Indian Electricity Rules 1956.

Rule 50A, ( Additional provisions for supply and use of energy in multi-storeyed building (more than 15 metres in height)-

(1)Before making an application for commencement of supply or recommencement of supply after an installation has been disconnected for a period of six months or more, the owner/occupier of a multi-storeyed building shall give not less than30 days notice in writing to the Inspector together with particulars. The supply of energy shall not be commenced or recommenced within this period, without the approval or otherwise in writing of the Inspector.
(2)The supplier/owner of the installation shall provide at the point of commencement of supply a suitable isolating device with cut-out or breaker to operate on all phases except neutral in the 3 phase 4 wire circuit and fixed in a conspicuous position at not more than2.75 meters above the ground so as to completely isolate the supply to the building in case of emergency.
(3)The owner/occupier of a multi-storeyed building shall ensure that electrical installations/works inside the building are carried out and maintained in such a manner as to prevent danger due to shock and fire hazards, and the installation is carried out in accordance with the relevant codes of practices.
(4)No other service pipes shall be taken along the ducts provided for laying power cables. All ducts provided for power cables and other services shall be provided with fire-barrier at each floor crossing.]

Therefore under the above mentioned provision 50A of the The Indian Electricity Rules 1956, all new multistoried buildings above 15 meters are required to undergo Inspection and seek necessary permission from the Electrical Inspector, before energizing of the building takes place.

5). The period to which the Information relates:  Year 2000 Onward Till Date.

6). Description of the Information required:

a) Is necessary request for Inspection and grant of permission under provision 50A of The Indian Electricity Rules 1956, has been sought from Electrical Inspector before energizing of the below mentioned multistoried building, by the developer M/S. Banoo Constructions/Banoo Estate Cooperative Housing Society (Unregistered), both represented by Mr. Shakeel Akeel Shaikh, having his office at Shop no.1, Building no.1, Banoo Complex, Jeevan Baug, Mumbra, Thane-400612.

  • If yes, then please provide a copy of the request for Inspection/grant of permission along with the necessary test report from the licensed electrical contractor submitted by developer M/S. Banoo Constructions/Banoo Estate Cooperative Housing Society (Unregistered), both represented by Mr. Shakeel Akeel Shaikh, having his office at Shop no.1, Building no.1, Banoo Complex, Jeevan Baug, Mumbra, Thane-400612.
  • If no, then please indicate what action has been initiated/will be initiated against the developer M/S. Banoo Constructions/Banoo Estate Cooperative Housing Society (Unregistered), both represented by Mr. Shakeel Akeel Shaikh, having his office at Shop no.1, Building no.1, Banoo Complex, Jeevan Baug, Mumbra, Thane-400612.

b). Is necessary Inspection under provision 50A of The  Indian Electricity Rules 1956, has been carried out by the Electrical Inspector/Licensed Agency for below mentioned Residential Building:

  • If yes, then please provide necessary copy/details of the checklist and other recommendation as proposed to the Builder/Unregistered Cooperative Society (both represented by Mr. Shakeel Akeel Shaikh) regarding the same.

c). Please provide the compliance report as filed by M/S. Banoo Construction’s/Banoo Estate Cooperative Housing Society (Unregistered) (Both represented by Mr. Shakeel Akeel Shaikh), for the recommendations/checklist flaws as indicated for correction by the Electrical Inspector/Authorized Agency as per The Indian Electricity Rules 1956.

d). Is necessary Permission for Energizing the above mentioned Multistoried building has been granted by the Electrical Inspector. If yes, please provide a copy of the permission granted.

e). If no Inspection has been done for the Banoo Estate, Building no.1A and 1B, Jeevan Baug, Mumbra, Thane-400612, please provide the complete reason for non compliance of the provision 50A of The Indian Electricity Rules 1956.

f). If till now, no compliance report has been filed by M/S. Banoo Construction’s/Banoo Estate Cooperative Housing Society (Unregistered) (Both represented by Mr. Shakeel Akeel Shaikh), for the recommendations/checklist flaws as indicated for correction by the Electrical Inspector/Authorized Agency as per The Indian Electricity Rules 1956, please indicate what action has been initiated against the M/S. Banoo Construction’s/Banoo Estate Cooperative Housing Society (Unregistered) (Both represented by Mr. Shakeel Akeel Shaikh), as prescribed in the act.

f). If no Inspection has been done for the Banoo Estate, Building no.1A and 1B, as per the provision 50A of The Indian Electricity Rules 1956, please indicate the tentative schedule date (earliest date) for carrying out the Electrical Inspection of the  multistoried building Banoo Estate, Building no.1A and 1B, Jeevan Baug, Mumbra, Thane-400612,.

g). Is any Police Complaint (F.I.R.)/prosecution has been initiated/will be initiated against M/S. Banoo Construction’s/Banoo Estate Cooperative Housing Society (Unregistered) (Both represented by Mr. Shakeel Akeel Shaikh), under the The Indian Electricity Rules 1956, for failure to submit necessary proposal for Inspection and Grant of Permission for energizing of Banoo Estate, Building no 1A and 1B, Jeevan Baug, Mumbra, Thane-400612.

h). Is any departmental action has been initiated/will be initiated against the concerned officer of the Maharashtra Public Works Department, under the The Indian Electricity Rules 1956, for failure to carry out Electrical Inspection of Banoo Estate, Building no 1A and 1B, Jeevan Baug, Mumbra, Thane-400612.

i). If no permission has been granted by the Electrical Inspector for energizing of Multistoried building Banoo Estate, Building no.1A and 1B,Jeevan Baug, Mumbra, Thane-400612,  , then how the building was energized by the Electricity Distribution Company “Mahavitran”.

  • Please indicate what action has been taken/is planned to be taken against the Electricity Distribution Company “Mahavitran” for energizing the multistoried building Banoo Estate, without any permission from the Electrical Inspector.
