This information is needed for state of Rajasthan
Lot of Laboratory running which are conducting test on human blood and products. They all are unqualified persons which are running the labs and playing with the life of patients’ .they are giving wrong reports. In this context my RTI application is for
1. Qualification of person for running laboratory (to conduct test on human blood, urine stool etc) .qualification of person conducting the test & qualification of person supervising.
2. Law /Rule for establishing above mentioned laboratory
3. To whom any citizen should complain in case of violation of Law/rule.( Name address & phone number of authority)
4. Under which act & law these people should be booked.
Lot of unqualified & unregistered medical practioners are treating the patients with allopathic medicines with dispensing of medicines & giving injections to human. They all are unqualified persons which are running the hospital & clinic and playing with the life of patients’ .they are giving wrong treatments. In this context my RTI application is for
5. To whom any citizen should complain in case of violation of Law/rule.( Name address & phone number of authority)
6. Under which act & law these people should be booked.
Give me copy of any action taken by authority against above mentioned persons/ institutions in last 10 yeas
Give me copy of govt order/circular which prohibits these illegal medical practices/dispensing of medicines. /giving injections /running of laboratory that conducts medical test for human
1. The law under which a medical lab is established in Rajasthan is attached.Complaint will be to Rajasthan Health Deptt/Ministry.
2. For qualifications and international standards see NABL website. Also see guidelines by ICMR for laboratory.
3. Medical practioners are registered with Raj Medical Council. Please go to their website and file a separate RTI.

1.you attached the medical establishments in rajasthan act . but as per my knowledge rules for this act are not framed till date & also this act is not notified .
2. you are right for accredited labs but . i am concerned about labs established in rural & semi urban area which are neither registered not accredited.
3.there lots of quacks which are not registered with any council & playing with life of patients
1. Accreditation is not a must to obtain a licence to run a medical lab. They are supposed to be governed by Clinical Est Act which all states are supposed to enact.
2. You can file an RTI to know the status of the act.
3. The government advise is go to accredited lab in your interest or go by the qualification of the pathologist.ICMR has only given out good practice guidelines.

although central act is notified .but i am not aware whether rule are framed for the act or not?

we need to fine tune this RTI to get better results my inputs are ..
“Identify some 2 or 3 such labs and identify 2 or 3 such clinics which had employed unqualified people for the job”
In RTI application ask for
1) copy of license issued to such clinics and laboratories..
2) Ask for education qualification and experience certificates of technicians and doctors who work there..
Under RTI, if there is a public interest involved then any information that is considered confidential by third part should be disclosed. The PIO ( mostly a high ranking officer in Health Department) should be in a position to get these information.
If they deny this information under any pretext then surely there is some serious issue which needs to be taken care..
Considering the gravity of the issue, I suggest you silently print some 5000 bit notice and distribute it in that local area to ensure no one goes to that lab or clinic..
I will find Three of labs /clinic/ hospital which are not registered to my knowledge and 2-3 doctor which are not registers medical practioner but doing medical practice illegally…. how to proceed than ?
1) ask for copy of license issued to them
2) Ask for qualification and experience of technicians and doctors there..
Dear Mr. hbhadu
Lets get the names of 3 labs/clinics and the doctors. Myself or one of us will draft an RTI application first.
After that, it would be easy to file this RTI against these 2-3 hospitals/clinics & doctors/technicians. Even if we find some serious discrepancy in 2-3 of these hospitals/clinics/doctors/technicians, we can then get hold of the various people we have in the press to publicize this extensively.
Hopefully, the impact of that “publicity” will act as catalyst for the health department, to move forward to investigate/take action against more such people/practices

Sir, by address I mean the full address..
This is a sensitive RTI, and if we provide address like just hospital/lab name and district then there is a good chance that it might be turned down on technical grounds that the details of hospitals are not traceable.. or Application not clear .. etc..
We need the full address..
