Water,Sewage,Garbage issues RTI

Hi,

Issue 1:
I am staying in a apartment in chennai -Perumbakkam which comes under Village panchayath, We have 62 flats here and we moved here 2 years back and paid 3 years House
property tax with including 2012-2013, I went to panchayat office many times to get new panchayath water connection, everytime they told me to come later,later… and Even I
dont know we have any application form to fill for new connection, Finally today they told me to come in Jan next year to get new connection and they told me that they will give
water connection only from Jan-Mar every year, Now I wnat to file an RTI to know what is procedure to apply for new water connection in VIllage panchayath and how long it will
take to get connection after the application submitted and any time we can apply for water connection or only from Jan- Mar every year.

Issue 2:
Same panchayath is responsible for Drainage also, but we dont have drianage system in our area and we are using drianage lorry to remove sewage.Problem here is the
amount for the drianage lorry Rs1200/load but in Medavakkam, sholinganallur areas charging Rs.900 and Rs.1000, when I asked this Lorry Owner he told me that he needs to give
some bribe also we cannot call other area Trucks to Perumbakkam because they have tender for this it seems.I want to dig this matter throgh RTI

I would like to know, Who decides which lorry to take on which location.
If it is tender, How much is the amount decided for Perumbakkam per load.
provide the photocopy of that tender from the appropriate register
what is the tender duration(how many years) and end date/Year?
where will they dispose this sewage load?
Do they need to pay anything for disposal
How manay loads that they taken from perumbakam during 2010- June 2011.
How much fund allotted for drainage system at Perumbakkam?
How much money spent by people of perumbakam for this sewage removal as per sewage lorry register?
what was the action taken/plan from the Panchayat side for the permanent solution/amount spent?

Issue3:
From the Pachayat, They come only once in a week for Garbage removal and they says that there is no enough vehicles for them to do this
How manay vehicles bought for Garbage removal at perumbakkam from 2005- June 2011.
Asper the law, how often the Garbage removal vehicles should clean the street?
how many employees avaialable for Garbage removal?and their monthly salary
Where are they disposing all these Garbages?
What si the ratio of houses/dustin’s in prumbakam area now in comparision with another area who cleans it 2 days once
how much money allotted for Grabage removal and what they have done from 2005- June 2011

Bcos, these garbage removal people are asking money Rs.20 from each house to clean that particular street. All the above 3 issues are related to village panchayat, So is it ok to file a single RTI or 3 RTI’s.

I am new to this forum , My Questions are not proper enough, so please help in reframing them in a best way.
last 1.5 Years I was trying to file RTI for many issues ,but I am liitle bit afraid so didnt file anything also dont know how to file , Finally I found
your website and I am so happy to use this site. Iam ready for Change :)

    1.write a letter briefing your problems to your MLA at first as you are deprived of right to equality as you dont have access to water and sewage as others.give a mass representation.please do brief the problems than questioning.
    2.draft an rti to the public information officer as you can see on the display boards at panchayat office.draft should have clear questions.

    i hope u will soon get access to water and sewage.

    Government of india passed MSW RULES 2000 under which it is mandatory for municipalities to implement Door to door collection system and daily sweeping of roads including sunday n public holidays.

    on issue 3 what you can ask for is :
    1) Name, designation,officer of the person who is responsible to look after waste and hygienic condition in you area.
    2) Is Municipal Solid Waste (Management and Handling) rules 2000 applicable in this area.
    3) As per rules what is the time interval between collection of garbage.
    4) As per rules which is the authority responsible for cleaning streets? Also provide name, designation & phone number of the concerned officer.
    5) you can ask about copy of tender
    And add your questions and complete this RTI
    you must have got an idea by now.

    Frame questions that target information which is there in the documents/ written form. Dont ask for opinion because that will result in vague replies

    In my town, sewerage board is taking different charges for sewerage file (as said first make file for getting sewerage connection). For example I made file for taking sewerage connection for 1500 Rs in 2015, But my friend made the same this year (2017) just for RS 500. How can i get information by writing RTI.
