Non-Hearing Written Petition, AP HRC

I wrote a petition and send to Human Rights Commission (HRC) in the month of July, asking MBBS seats for non coaching students(Who are not able to take medical coaching). And ask to avoid coaching centers for medical entrance exams for keeping good competition among the students of Rich & Poor.
I want information why they didn’t hear my petition .

Otherwise ask the information of all speed post letters during the month of July from both APHRC and APHC.
