(7)    The grounds for appeal :   Appellate authority fail to record my objection that

Information officer can not raise fresh issue in appeal and

instead of giving legal and valid order he tried to save his

departmental  Juniors and allowed him to misuse of R.T.I. act.

And he has also not applied his mind that information officer

is raising fresh issue (that department do not have information

as per application)  after thought as much as after filling my

appeal.  When information officer wide his letter dated

01/02/2011 has informed appellant that they can not provide as

per sec 8(1) (Chh) & 8 (1)J this means the are having

information and deliberately not disclosing it

in order to save illegal activity of his corrupt I.P.S. Boss. And

also not  imposed fine to Information Officer for delayed

information as per my  application dated 16/11/2011 .

Regards.  And cost of appeal may be awarded to the
