Passport Application Process : Resident address verification

My mother recently applied for a passport. My mother is a housewife and we thought its a good idea to have her passport ready in case they needed to travel to visit me in US. I am a student in the US.

She had to pay a bribe twice :  Once at the police station to verify her place of birth. Second, at my own house where a CIS official had come over to verify resident address. After lenghty negotiations, my father was able to  negotiate the amount down to Rs.1000. But that is Rs. 2000 + legitmate passport application fees. My relative had a more seasoned official and had to pay Rs.3000 per person (both he and his wife were applying).

I think it is pretty obvious that if an offcial visits your home, he will ask for a bribe, specifically in important matters like obtaining a passport. I demand that something be done about this. The system cannot be this blind.

    You have paid bribe and got the passport. Most probably, your mom is now in the USA.
    What can RTI Anonymous do now ?

      Hello,
      The passport has not yet been issued. My Mother is aged and has no plans to travel barring an emergency.
      I was hoping that there will be people on this forum who have already been in a similar situation or anticipate being in one. We can then get together and raise awarness about this. Also, any information on the correct authorities to take up this matter would be very helpful. Thanks.
