Dear Sir, Once a reply recieved, please upload it to this website, with the scanned copies of the documents. Also provide us a brief write-up of what this RTI application exposed. This will help the press and the media to simply copy paste it and download the documents and broadcast it.
Also, We are currently talking to few PIL lawyers too, so that we can used the published documents and file case

This RTI application was filed more than a month ago. I think there is a rule that the reply should be received within 30 days (please correct if I am wrong). Can you please let us know the status of this.
    Thanks.

  4. cp1853 - RTI Anonymous Team Member says:

Recived the reply from authorities today. However reply conains in 30 pages, how to upload this. Pl suggest.

    • Anand - RTI Anonymous Team Member says:

      Dear Sir,
Couple of options that you can take
      1) Please post a photo-copy of this 30 page document to this address — Ritesh Singh, D311, R. P. Hall, IIT Kharagpur, Paschim Midnapur District, West Bengal, India – 721302.
We will upload them to this website

      2) Scan each document or take a photo of each document with your cell phone and send them to me as an attachment and email me at rtia-usa@getup4change.org. You can send me about 10-15 emails, with 1/2 attachments each. Bit painful long process .. but I will ensure that this is uploaded

      • Anand - RTI Anonymous Team Member says:

Thanks Sir. I have recieved the 15 emails you sent with the documents. Currently I am a fasting since about 84 hours .. Will upload all the docs, in a day or two
        Anand

  5. cp1853 - RTI Anonymous Team Member says:

Out of 30 documents I have sent Two documents 023 and 024 are sent twice by mistake. that means 28 should have been uploaded whereas I can find only 26.Pl check up which two are missing.
By the way why are you fasting for 84 hours?

  6. Anand - RTI Anonymous Team Member says:

    Dear Sir,
Document 011 is same as document 014 (Just Reversed
Document 03 is same as document 025
Apart from that, Document 23 and 24 email was sent twice.

The fasting was being done in support of Anna Hazare. That’s the least I can do, sitting outside India

  7. cp1853 - RTI Anonymous Team Member says:

Thanks Anand for taking so much trouble. However I have rechecked the entire lot and confirm mistakes as in your point 2 and 3. however I could not find any other mistake. I can only hope our anonymus member may find it useful. You and your team is doing fantastic job.

        Hi,

This page was already uploaded. can you please upload the page which has the details for “Certified copy of the document for extension of time limit for the construction of the project”. I feel that this page is very important since the delay of the project affects us more than anything else.

Also, I observed that the Delay clause was not present in the set of pages which have been uploaded so far. Can you please check and upload the missing pages correctly?

        Thanks,
        Amrit

    • Anand - RTI Anonymous Team Member says:

      cp1853 ji
Can you respond the query by amritrevil (at the bottom of this post) and provide the missing documents to me via email ?
      Anand

  8. cp1853 - RTI Anonymous Team Member says:

amritrevil ji, I have gone through all the documents available with me once again and certified copy of extension of time limit is missing. probably they have deliberatly witholding. tell me should I write again to the authorities.Pl advise.

    • amritevil says:

Yes please. In the list, it has been claimed that the “Certified copy of the document for extension of time limit for the construction of the project” is enclosed. But it is not true.

Also, the penalty clause is missing in the documents which have been attached. Can you please request for the “delay penalty” clause?

      Thanks,
      Amrit

  9. himanshu.bhalla says:

Hmm. I think we need to look at two things:
[1] As you have rightly mentioned, prepare another RTI to ask for “Certified copy of the document for extension of time limit for the construction of the project”.
[2] Can we do something about them not sending the mentioned “enclosed” doc in their reply? I am not sure how will we able to prove that, but at least we should ensure that they are aware of their (deliberate?) mistake.

    Thanks.

  10. cp1853 - RTI Anonymous Team Member says:

I can file another RTI if anonymus friend can draft it on my behalf.

    • Anand - RTI Anonymous Team Member says:

That unfortunately seems to be next logical step. I do see Mr. neo redraft this.
This is a long battle and we need to keep on fighting :-(

Details of the information required regarding the construction of flyovers (two in number) on the Outer ring road near bellandur sarjjapur junction, Bangalore:
[1] Certified copy of the document for extension of time limit for construction of the project.
[2] Certified copy of the penalty applicable on the contractor for delay in construction.
[3] Certified copy of the agreement facilitating alternate traffic route during construction.
[4] Certified copy of the agreement for maintenance of roads affected during construction.

Information pertains from 1st October 2008 to 15th January, 2012.

This application is filed under larger public interest.

  12. neo says:

    Also, one IMPORTANT thing:
Instead of asking all the four questions above in one single RTI application, its better to file for four different RTI applications.

That way, they cannot say some document is enclosed and deliberately do not enclose it.

  13. rticoward says:

    Friends:

I believe the correct next step is to file a Complaint with State Info Officer, not filing another RTI because the clock will reset.

Please see section 18(1).e referred here. If I’m mistaken, please do let me know.

It seems the complaint can be loged online for even faster resolution.

    http://rti.india.gov.in/complaint_index.php

    Thanks and good luck

  14. rticoward says:

Even this page confirms that Complaint is the correct step if information provided is not satisfactory.

    http://rti.india.gov.in/manual4.php?pageid=5

Ofcourse, if any new information is needed (not requested in original application), new application is required for that portion.

    Thanks

  15. Anand - RTI Anonymous Team Member says:

My suggestion is let us do both.
File a complaint. File multiple RTI’s.
There is no rule against different people fuiling RTI’s
Something should come out of it .. right ?

  16. rticoward says:

Slightly off-topic, but what is the recourse once the documents arrive and show, what in retrospect, maybe the obvious? Refer data to some one like CVC, Lokayukta or is there anything else?
