Related to the transparecy in the administration in CBI

Friends I am filing rti for the first time so plese drft my rti application properly

to the Department of Personnel and Training
1.if in any case CBI investigation is politically motivated then which agency will investigate that case ?
2.if some officers of CBI are corrupt then which agency will investigate them
3.the recruitment details of officers of CBI in the year 2010,2011.
5.how much are their vacancies in CBI
6.how can a citizen of india whose money is used in CBI be assure that the the officers being recruited in CBI are the officers who really deserve to be .
7.what are the transparency steps has been taken in the administration of CBI in the year 2010,2011.
8.as I am the citizen of this country i am  very concerned after listening from our PM and former directors of CBI that CBI is being misused so what transparency steps are to be taken to make taxpayers confident.
9.what are the demerits in the system because of which CBI is being misused
1o.what steps has been taken to improve those demerits.
11.what investigations has been done in the regard of misusing of CBI
12.if investigation has been completed then give me the investigation result with the name,designation of the persons who are involved.
13.what actions has been taken on them.
14.if investigation has not been started then till when investigation will be initiated

    Dear Sir,
    Under the RTI Act 2005, CBI is completely out of its purview. In short, you cannot file an RTI to the CBI. It is extremely sad and unfortunate, that CBI falls outside the purview of the CBI. But thats the hard truth, something I wish someday, people will force the govt. to change. :-(

    But DoPT is under RTI. We are asking from DoPT not CBI. All I have asked are the functions of DoPT.

      Ok, I am confused. This may be my lack of knowledge here.
      Let me put this back to the unprocessed RTI and see what the other experts decide. If multiple people come back and say that this application is out of the purview of the RTI Act, then I will move it back to the Non RTI category

    Please note:
    1. All questions except Q6 pertain to administrative actions of CBI and have to be answered by them. They do not fall within RTIA.
    2. Even if they did most of the questions call for interpretation/speculation on part of PIO,hence not tenable under RTIA.
    3. Only deputation to CBI falls under DoPT, that too I am not sure if the details of the same can be disclosed under RTIA. All recruitment direct by CBI beyound RTIA- CIC ruling on the matter.
