Seeking clarity from the Railways

This is an application under Right to Information Act. Postal Order for Rs10 is attached as required. Queries are:

In replies received from railways recently to a single RTI application, following clarifications are required:

1. What is the full form of these designations: i). Dy CCM/DB, ii). Dy CCM/C, iii). CM/PM, iv). Dy CCM/TC, iv). ACM/PRS v). CCM/PM vi). Dy CCM/G vii). DTC (G) vii). Dy GM/ G viii). SO/TG ix). Dy Secretary (G)

2. What is the address of sender of a letter signed by Dy CCM/TC Eastern Railway? Address to include room number, building number, building name, street name, locality name, local post office name, pin code, phone number and email. These things are not mentioned on the letter.

3. What is the address of sender of a letter signed by ACM/PRS Eastern Railway? Address to include room number, building number, building name, street name, locality name, local post office name, pin code, phone number and email. These things are not mentioned on the letter.

4. What is the address of sender of a letter signed by Dy CCM/TC Eastern Railway? Address to include room number, building number, building name, street name, locality name, local post office name, pin code, phone number and email. These things are not mentioned on the letter.

5. What is the address of sender of a letter signed by Dy CCM/G Northern Railway? Address to include room number, building number, building name, street name, locality name, local post office name, pin code, phone number and email. These things are not mentioned on the letter.

6. What is the address of sender of a letter signed by DTC (G)-II Rail Mantralaya? Address to include room number, building number, building name, street name, locality name, local post office name, pin code, phone number and email. These things are not mentioned on the letter.

7. What is the address of sender of a letter signed by Dy GM(G) Eastern Railway? Address to include room number, building number, building name, street name, locality name, local post office name, pin code, phone number and email. These things are not mentioned on the letter.

8. Whether such Railway Officers are violating code of official conduct or normal protocol of correspondance? Whether this application will be taken by Ministry of Railways as basis to pass or to renew instruction to all officers to give full designations of officers, to give full address of sender including room number, building number, building name, street name, locality name, local post office name, pin code, phone number and email while replying to RTI applications?

9. Ministry of Railways maintains a website where pending RTI applications can be traced. But in some cases, application is not put up on the site. Sometimes it is put up, but content of application is not scanned and uploaded, as being done in usual cases. This is deliberate, because even after reminders, the content of a particular application is not uploaded. Kindly provide copy of policy on this matter, and whether action lies on a particular officer if he is avoiding uploading a duly filed application only to illegitimately shield a colleague?

    Before you file this RTI application, I am sure you are going to refine this application, so that its the most effective and the PIO/govt. official just does not throw it away.

      I have already invited drafting suggestions. If none received then i’ll take the original draft. A complaint must not be deleted only because someone feels query has not been drafted nicely. That would be throwing out the proverbial baby with the bathwater. If no good draft is found or no consensus reached, we send the original complaint as it is. The PIO may reject, but his reply will also guide how to approach the issue. Of course a part chance is that a good reply may come.

    Point number 8 could be “Please confirm from instructions provided to officers in the Railways if an officer who does not mention his own full address and full designation in his letters to the public is in violation of such instructions. Also please confirm if this current application will be taken by Ministry of Railways as basis to pass or to renew instruction to all officers to give full designations of officers, to give full address of sender including room number, building number, building name, street name, locality name, local post office name, pin code, phone number and email while replying to RTI applications.”

    Also, does any PIO have the option to “just throw away” an RTI application?

      The term throw away was used in the context of saying that the govt. official would just find an excuse to reject your application or provide partial/inconclusive reply

    CCM stands as Chief commercial manager, Dy.CCM stands for Deputy Chief commercial manager, ACM – Assist. commercial manager like wise. these are the names of the post.
    besides the names, it is written about the office of the concerned dept/office/section.

      These three I also know. Try all. Then there are twenty more.
      The purpose is to get railways stop such shoddy work of using codes when writing to persons outside railways.

    As already pointed out, private mails in these cases had to be sent because some of the moderators of RTI-Anon website are US-based, and when they get working on the website in the morning, it is after 8pm in India, when few people may have access to a computer to visit the RTI-Anon website. Hence private mail is sent to respond to any questions posed by the moderators when it is nighttime in India.
