Dear Sir,

I have visited the web site :A Biped Against Corruption: which claims about exposing corruption at National Institute of Pharmaceutical Education and Research (NIPER) at Mohali the following is observed:

  1. Dr. Janardhan Waghmare asked the following question on Functioning of NIPER, Punjab: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

 

(a) details of observations/objections of CAG regarding loss occurred to National Institute of Pharmaceutical Education and Research (NIPER), Punjab; year-wise during past three years and action taken thereon;

 

(b) details of various committees functioning at NIPER which have not been formed as per NIPER Act, Statutes and Ordinances;

 

(c)  whether the selection committee of NIPER had experts in fields other than their specialization and if so, how contracts of various faculty members have been renewed; and

 

(d) when was last financial audit conducted by Government and how does Government justify its approval of accounts of NIPER of the last three years?

 

  1. In Rajya Sabha held on December 9, 2011 shri Srikant Kumar Jena answered (a) to (d) Information is being collected and would be laid on the Table of the house.

 

  1. However from 26th Dec to 29th Dec 2011 answers of all the question is appeared in the web site :A Biped Against Corruption: with BoG minutes, CAG reports, RTI quarry to the ministry and an advocate’s letter.

 

  1. It is clear that CAG did raised objection on NIPER regarding loss occurred to National Institute of Pharmaceutical Education and Research

 

  1. Senate committees functioning at NIPER which have not been formed as per NIPER Act, Statutes and Ordinances

 

  1. Selection committee of NIPER had experts in fields other than their specialization

 

 

To satisfy my above anxieties, as there are strong prima facie, I would like to have the following under RTI act 2005

  1. Copies of the files, noting mentioned w.r.t. answer prepared for Rajya Sabha Q. No.1900

 

  1. I also would like to have copies of the reply given by NIPER authority regarding Rajya Sabha Q. No.1900

 

  1. I would also appreciate if my above quarries are replied or supporting documents may be provided

A postal order no 00F 579646 for Rs 10/- is attached and I undertake to pay other charges as required under RTI act

    1. There was no answer to starred as well as unstarred question tabled by the Chemical & Fertiliser Ministry in the Winter session.In the entire session through questions were slated (including Q 1900 raised by Dr J Waghmare) but none were taken up or replied.
    2. This makes it the privelege information of the Upper house till the reply is tabled.You may not get a response to the RTI till the question is taken up in the Budget session.

    This RTI seems to have already been filed, based on the Postal Order Number mentioned in the original application.

    Nevertheless, this is not an RTI, that qualifies to be filed Anonymously
