Return of money for cancelled applications under Rajiv Swagruha Scheme

Need clarification for the following: There is a separate PIO for every district on the website. How do we get information for all these districts? More information at http://www.rajivswagruhaap.gov.in/cis/index.php?action=viewScheme

Description of the situation:

Under the name of Rajiv Swagruha the government has requested a refundable deposit of Rs. 5000 to apply for a house. The final estimate turned out to be double the initial estimate. A lot of people including my parents have canceled their application and requested for a refund. It has been 5 years and there is no sign of the money. When an email was sent to them they replied saying that it would take more time giving no specific time frame. I was ready to file an RTI myself but I know there are several people with the same problem. If I have to file the RTI in a way which helps everybody I think there is a need for anonymity because there is a possible misuse of those funds. Questions pertaining to this RTI:

1) How many applicants have applied for houses under Rajiv Swagruha?

2) How many applicants have canceled their application and requested for refund?

3) It has been five years. Who are the persons responsible for this lagging delay of refunds? What is the punishment levied upon these responsible persons?

    1) As per the scheme details furnished in website http://www.rajivswagruhaap.gov.in the scheme is for moderate income group. However, the scheme details did not elaborate on the definition of “Moderate Income” . Therefore, please inform me of the definition of “Moderate Income” as per the scheme.

    As per Section 4 of RTI Act, above requested information could be made available to public through official website.

    Quote from site: ” the Government of Andhra Pradesh embarked upon a unique and ‘affordable housing’ scheme called “Rajiv Swagruha” for moderate income groups in the urban area of the State in the year 2007 ”

    2) Please inform me of the procedure / formalities carried out to ensure the allotment goes only to moderate income class of people.

    3) Please provide me with certified copies of orders / rules & regulation that instructs to pay Rs 5000/- a refundable deposit.

    When the government sent the offer letter, they mentioned the total cost and asked us to send a letter if we have to cancel them.

    I recommending splitting the bullet 5 into 3 parts.(Let me know if something else is better)

    5.2)Please inform me the number of refunds(of application fee or Rs. 5000) which have already been processed.
    5.3)Please inform me the timeline for refunding the unprocessed cancellation requests.
    5.4)Please inform the reason for the delay and the officer responsible for it.
    5.5)Please inform the compensation to be paid to the applicants for this delay and the punishment levied upon the officer responsible.

    As you have rightly pointed out, I am also confused on who should be the correct Public Information Officer .. since there is a PIO at every district as seen here —

    The information requested pertains to more than one district office…

    But there is no need for more than one RTI Application..

    In my opinion we can send this to PIO of CMO Andhra.. as per the act he should fwd this to all district or collect information from all district to get the desired information..

    I agree with Skywalker. We should just file it with CMO. They are quite transparent on everything(using the website) except on the money.
