Since independence same families or firms r continuing to run Railways stalls (outlets) throughout India but for convenience in getting quick and early reply, i would restrict this application only for Mumbai suburban region stations. Many such contractors r owning more than one such stalls, on number of locations and r sublet on very high monthly premium, though on paper the sublet contractor is shown as managers. Why Rly’s fail to periodically invite new tenders to give chance to new people especially young graduates.

The way RTI Anon works, there is a very high chance, that the person who will eventually file this RTI will be from some other city/state (most probably residing in the South India) and he obviously cannot go personally to the inspect the records. That unfortunately is a limitation of the model of RTI Anonymous.
The other suggestion, I have is let us reduce the tenure of the record requested to something around 5-7 years, instead of asking from 1961. That way, the PIO will not get one more useless excuse to reject the application.

Yes, if we have to go for inspection that the applicant may have difficulty, i am not sure if authorisation is allowed under act, by which local person along with a knowledgeble group could take inspection. Regarding secind point, i have to say that it is important for us to establish that for last 50 years same family or firms r running the show without any change, so we need to take that period as 1961 which is a fact and ground reality. However, if u still feel, we need to reduce this period that may be it could be reduced to last 10 years. This i leave it ur judgement.

Thanks Anand, it is perfect. Clause ‘b’ will also serve our purpose to know since when any contractor is enjoying uninterrupted such stalls since we have asked for information, “please give year when it was first allotted to any such contractor”. It is to be noted that many r enjoying right from 1950.
There are some similar cases decided by CIC on IRCTC for letting out stalls to private vendors.
I request the original requester to go to CIC website and read some decisions and check if the case is similar to the one narrated above.
These cases r not answering the question we wish to raise in this RTI.

Thank Mr. Atal, but they have not given reply just transferred the RTI at the sametime requested to file appeal. so please file an appeal within 30 days.
This is great achievement Mr. param. However please note that the reply is only with respect to Central Railway Stations of Mumbai region. We need to still get Western Railways station details. So please file appeal. However, with this reply we have been able top expose the scam. i am giving my analysis. A important RTI reply of Central Railways is exposing a national level scam. Though this RTI is still incomplete as it is only with respect to CR Mumbai region and Railways have failed to give WR Mumbai region details. clause e and f where we had asked “e. If any court stay orders has being delivered preventing Railways from inviting fresh tenders, please furnish copy of such order.
f . Furnish details of appeal pending against any such stay order as mention in above clause ‘e’.”. The RTI repy says there is no case. Important points with respect to this RTI
1. I have filled many issues through RTI Anonymous but every application had failed in getting any concrete results because when authorities see that the person filling the RTI is from far of place they do not reply and the RTI collapse as even if a appeal is filled, authorities know that the person concern would not be in a position to travel and attend appeals in person. This is first time that a person, Mr. Ritesh singh from West Bengal is been able to get reply(Though Rlys fail to give details of WR) to RTI sitting in West Bengal, regarding issue which is of Mumbai.
2. We r grateful to CR, for giving such perfect and voluminous rely.
Now Why this RTI is so important, what scam is revels. reply analysis.
1. RTI expose that Rlys have never asked for any fresh tenders from public since independence for very high profit making business through its stalls on platforms. So same family or firms r enjoying this benefit, which obviously make one smell rat.
2. From RTI analysis one could understand that there r 24 such firms or individuals who r awarded more than one food stalls (Canteen) in just CR stations. This number could go much higher if we have results of WR as well rest of the country. These firms or individuals may have many more stalls in their name in WR or other parts of the country. Names and stations details r given below as per analysis.
3. There r 4 such firms or individuals who r having more than one Books stalls. Names and stations details r given below as per analysis.
4. It is to be noted that in practice many of the stalls r not run by the owners and r sublet to others for rent which runs into lakhs per month on any busy station and for legal protection, these sublease appears on paper as manager.

I am not including and keeping out M/s Mahananda Dairy Mill Stall, as this seem to be Govt. undertaking and M/s Catering Vendor co-opearative society as this may not be a individual.
