Sub.: Application under RTI Act,2005 regarding seeking information on the proceedings of the meeting with Office Bearers of  Indian Association of Energy Management Professionals in the office of Director General,BEE on 27th Jan’12

Dear Sir,

Please furnish me information on BEE’s  reply on the following agenda points discussed during the  meeting:

Agenda Point-3- IAEMP’s suggestions for accreditation of energy auditors.

i)              All Certified Energy Auditors who apply should be given temporary accreditation for 3 years by charging fee and refundable security deposit (which can be forfeited for any professional misconduct).Considering the problems faced in Viva, the oral interview should be avoided or be applicable for only those candidates who have not appeared for Viva during certification examination . Besides, it will delay the accreditation and also add financial burden on the applicants. The Accreditation Committee should be utilised for activity (iii)

ii)             These accredited auditors should be active team member for at least nine detailed energy audits in next three years and submit the reports to BEE. Owning of the instruments should not be insisted up on. The Energy Audits should be conducted as per the relevant regulation of BEE for Designated Consumers but the audits should be allowed for any Commercial/Industrial unit having more than 120kVA contract demand.

iii)            BEE should evaluate the quality of these energy audit reports and get feedback from the concerned industries as and when it receives the audit reports. If the industry does not send the feedback within a certain period of time (say 1 month), the work should be considered as satisfactory.

iv)           BEE shall only ensure the genuineness and quality of the audit. In case of sub-standard / unsatisfactory work continuously for more than 3 audits, the accreditation of the auditor responsible may be cancelled.

v)            The accreditation may be reviewed after a period of 3 years and permanent accreditation may be granted at this stage. 

Agenda Point-4-Review of the actions taken on agreed points during the meeting held on 12th Oct’11. (Please refer the inputs sent to BEE- Annexure-1 )

Agenda Point-5-Presentation on how IAEMP can assist BEE for various promotional activities.

(Please refer Annexure-2)

Agenda Point-7- Any other point with the permission of the DG, BEE.

  1. Suggestions as per Anexure-3 to BEE on what it needs to do urgently for effective implementation of the EC Act, 2001.
  1. Subsidy for ISO 50001 Lead Auditor Certification. This was agreed by the DG during the last meeting on 12th Oct’11 but was not pursued by us for certain reasons. However, since members have expressed support for the standard the same is now being requested again.
  1. Starting of Technical Paper writing contests (In line with earlier GTZ initiative promoted by Dr Kaupp)- BEE may appoint IAEMP to organize such contests once a month. IAEMP will suggest topics and evaluate the papers and submit recommendation to BEE for award of Cash Prizes and Certificates. An amount of Rs. 1 Lakh per month for prize distribution and Rs.25, 000/- (for payment of honorarium to the paper evaluators) to IAEMP may be adequate.

Annexure-1

 

IAEMP’s inputs on the points discussed during meeting on 12th Oct’11

 

1.         General

The objectives shall be:

-         The proposed suggestions shall be part of larger 5 years plan (which needs to be prepared) tentatively called as “Road Map for Energy Efficiency in India during 2012-2017”. Under this plan 4 categories of actions such as Immediate Plans / Short Term Plans /Medium Term Plans and Long Term Plans shall be included.

-         To motivate individual CEAs to take up the energy management profession on full time basis.

-         To facilitate the removal of entry barriers for fresh entrants

-         To create a pool of CEAs to work as extended arm of BEE/SDA

-         To create a competitive market for “Energy Audit Instruments”

 

2.         Capacity Building of CEAs

BEE can create an umbrella of “Schemes for Capacity Building of Energy Auditors” under which the following schemes can be included:

2.1              Energy Audit Instruments Subsidy Scheme

The basic information for design of the scheme shall be in line with the then EMC scheme. This information has already been furnished to you. The scheme shall be only for Individual CEAs  and small ownership firms/ companies having CEAs as share holders and not for Govt. Institutions/ SDAs/ ESCOs/ Companies involved in the past with EESL/BEE energy audit assignments. A negative list for eligibility shall be prepared.

This activity shall be announced by December,2011

 

2.2              Preliminary Energy Audit Scheme for SMEs and Commercial Buildings:

We have added Commercial Sector for this scheme. Under this scheme, CEAs who have availed the instrument subsidy may be involved and supported with BEE sponsored Preliminary Energy Audits to be awarded and monitored by BEE.. This scheme shall be very simple and easy to execute. SDAs should not be involved in this scheme.  The scope of work, payment mechanism, eligibility and obligations of the beneficiary units etc. needs to be discussed. I propose that BEE may call a meeting with IAEMP to finalize the scheme. The best schemes in the past like that of MPUVN,GEDA/MEDA etc can be discussed and a practical/result oriented scheme shall be finalized. This may require 2 days deliberations. We propose that this meeting be held in the fourth week of November’11 and the scheme finalized by January’12 end.

2.3              National Awards for Energy Auditors

All the awards shall be based on verifiable energy savings achieved (Not based on the savings identified) IAEMP may be involved for verification of the savings achieved. Only CEAs / Accredited Energy Auditors shall be eligible for the award. Our other input for this suggestion is that there should be 4 categories:

2.3.1        Individuals Category-I

This award shall be for new entrants / ownership firms/companies whose works  have resulted in savings  between 1 Lakh kWh / year to 5 Lakhs kWh/year or equivalent of energy in the last  2 years in all sectors including domestic sector. The savings shall be verifiable and should have been reported as per due format.

2.3.2        Individuals Category-II

This award shall be for established individual EAs / ownership firms/companies who have helped saved more than 5 Lakhs kWh / year or equivalent of energy in the last  2 years in all sectors including domestic sector.

 

2.3.3        Energy Audit Companies

This award shall be for companies engaged in EA works on full time basis or having atleast 50 % of their turn over only from the energy management activities. The minimum savings eligibility for the award may be kept as 10 Lakhs kWh/year.

2.3.4        Organisations/ Ltd.Companies

This award shall be for Large Organisations/ Public Limited companies engaged in EA activities. The minimum savings eligibility for the award may be kept as 25 Lakhs kWh/year

We strongly feel that the Govt / Private Societies like PCRA, CPRI, TERI etc and Industry Associations like CII,FICCI etc should not included in these categories. BEE may have separate mechanism to award these bodies for any independently verifiable energy savings achieved by them. Representatives of IAEMP should be included in all the award committees.

This scheme shall be announced on or before 14th December’11 so that the EAs get motivated for the next year’s award.

3.         The matters related to SDAs

We propose that BEE may discuss these matters during the suggested 2 days meeting in  4th week of November’11.

4.         Advisory to all PSUs to get the EA done on voluntary basis.

BEE may just write a simple letter to all the heads of PSUs highlighting the benefits of EA and request them to organize training programmes for selected employees to learn simple energy conservation techniques one of whom can be nominated as the contact person for future activities. A sample of instructions to be issued by the PSUs to all employees shall be prepared by IAEMP. We can finalize this activity also during the proposed meeting in the fourth week of Novemebr’11.

 

 

Annexure-2

 

IAEMP’s submission on how it can assist BEE in promotional activities

 

1.         Organising practical training programme for all aspects of energy auditing including use of energy audit instruments, analysis of readings, common mistakes, development of report writing and presentation skills etc

2.         Providing assistance in managing the Stall of BEE in various exhibitions.

3.         Conducting surveys/ impact assessments of BEE’s schemes.

4.         Preparation of publicity materials meant for the common public in various languages.

5.         Assist BEE in verifications of third party claims of energy saving products/systems.

6.         IAEMP yahoo group can be utilised to communicate with CEA/CEMs.

7.         Help BEE in coordinating with SDAs in information dissemination on demonstration projects funded by BEE.

8.         Providing inputs on Painting Competitions/National Campaign on Energy Conservation/National Awards etc.

9.         Work as extended arm of BEE for any other activity which BEE may deem fit.

Annexure-3

IAEMP’s suggestions to BEE

 

 

1.         Updating BEE Web site to provide complete information on the activities funded by BEE.Uploading of the details of activities undertaken by SDAs. Complete information on DCs/CEMs/CEAs including minutes of CG and EC meetings. This will ensure transparency and save time in unnecessary correspondence.

2.         Issue of directions under section 18 to all Central Govt. Offices /Public Sector undertakings for adoption of energy efficient gadgets and to follow energy conservation guidelines

3.         Actions required for notification of balance rules and regulations and amendments wherever found necessary including establishment of Tribunal.

4.         Issue of directions under section 55 to State Governments to take steps under section 15 to 18 and section 57.

5.         Actions required for appointment of Adjudicating Officers.

6.         Constitution of State/District Advisory Committees comprising of CEMs and CEAs at State / District level including those working with Govt./Public Sector organisations.

7.         Preparation of Updated Energy Conservation Building Codes based on the feed-back received and experience gained. Action required for notification of the code by the Central Government and respective State Governments.

8.         Amend the notification of DCs and expand list  to include all Energy Intensive Industries with having Contract Demand of 1 MW and above or metric tonne of oil equivalent primary energy consumption. (This is in line with the Integrated Energy Policy,2006)

9.         Review of Labeling Programme and preparation of revised Labeling Scheme.

10.       Review of Certification Examination for Energy Managers and Accreditation of Energy Auditors.

11.       Launch of Nation Wide Monthly “Press Meets” for creating and maintaining public interest in issues related to energy efficiency and conservation.

12.       Launch of nation wide training programme for Home/ Office Energy & Resources Management Programme

13.       Launch of Energy Conservation Programmes for Small Commercial Establishments/Hotels/Shops etc

14.       On Line Training of Consultants/ Architects/ Energy Managers/Auditors

15.       Notification for preferential treatment for use of  energy efficient equipment/appliances in new purchases/Life Cycle Costing.

16.       Expansion of BEE and opening of offices at Regional/State/District level

17.       Preparation of Educational Curriculum with emphasis on practical knowledge and ensuring award of marks.

18.       Promotion of third party agencies for verification of energy saving claims/certification/testing of instruments/equipment/appliances.

19.       Need based International co-operation programmes for absorption of technology.

20.       Issues related to other Ministries

21.       Preparation of R & D Policy for energy efficient products/processes/appliances.
