RTI against IIT – Kharagpur director for withholding of stipend

As per University Grants Commission (UGC), the dual degree students who have qualified GATE or secured a minimum CGPA of 8.00 are entitled to the revised monthly stipend of Rs 16,000/- in their 5th year of study. However, on the recommendation of its director Dr. Damodar Acharya, IIT – Kharagpur currently awards only Rs 8,000/- per student per month, while the rest of the amount is unaccountable to the students, on the pretence that the students do not do sufficient work, leading to millions of rupees unaccounted for, every year. The disbursing of this amount is not at the discretion of the director, since it comes straight from the UGC, and not the institute. We wish to find out the details of this unaccounted money, and if it is possible for the students to avail their hard-earned stipend, which was promised in exchange for our pursuing higher education at the IITs.

2)Copies of Rules & Regulation, Circulars, Orders, Letter or any communication recorded that directs the College to treat students as equivalent to labors and release stipend only when the work is satisfactory to their supervisor ( guide in this case ).
3) Copies of orders, letters, or circulars that contains the recent revision of monthly stipend paid to student..

@Clean System: If you mention IIT Kharagpur in your RTI application to MHRD it will be forwarded to IIT Karagpur.
There is a good chance that the PIO may ask to inspect the records, hiding important docs from your eyes..
I suggest you go with a generic RTI application to MHRD….
After you get the response from MHRD, file the same RTI application with IIT karagpur, specify the names of the documents that you want.. and explicitly ask for certified copies.
After getting relevant documents, proceed to file a formal complaint to UGC on behalf all the students ( ask every one to sign ).. Explicitly ask for penalizing the Director under available law.

I request that this RTI NOT be filed in the name of Ritesh Singh since he is a student of IIT Kharagpur and may be easily victimized.
I request some volunteer of RTI Anonymous to File it in his/her own name and upload the reply received from the public authority on this web page.
This RTI also can’t be Filed by the Original Applicant (who submitted it on RTI Anonymous) in his/her own name since he too is a student of IIT Kharagpur. Had Ritesh Singh not been a student of IIT Kharagpur, I would have requested the Original Applicant to File it in the name of Ritesh Singh.

The pdf file says it clearly that the Rs.16000 stipend is for PhD students and not Dual Degree students.

the following has come to my notice while accumulating supporting data on the case.
1. MHRD Scholarship to PG students had been enhanced from 5000 to 8000 vide Decision taken in 453 rd meeting dated 6th Nov 2008 which is effective from 1.4.2008.
2. In 481 st meeting of UGC held on 18th oct 2011 a decision was taken which reads:
“The Commission approved the revision of fellowship amount in respect of
Research Fellows working under the UGC schemes of Major Research Projects (MRP)
and Special Assistance Programme (SAP) as per the
Gate/GPAT/NET Candidatesexisting Rs.8,000/- p.m. to Rs.16,000/- p.m. for initial 2 years
to Rs,18,000/- p.m.from the third year
onwards.
In between 2008 and 2011 no such decision is available which entitles enhancement of Scholarship to PG students from 8000 to 16000. Hence the question’s which needs to be adressed are:
1. Are there GATE qualified candidates in IIT KGP Such that hey are getting 16000 as Scholarship, are these students working in MRP projects or enrolled in SAP programme.
If there are GATE qualified PG students Such that they are not working in MRP and not enrolled for SAP and getting 16000 as scholarship then dual degree GATE qualified/8.00 CGPA students are also eligible, hence one must first be sure if there are such students… I will file this RTI when I get response from IIT KGP.
