Definition of “Difficult sites” By HR rules of Engineers India Limited

Dear Sir,

In normal circumstances of situation, where project sites are itself a synonym of  relatively  ‘a juncture of lot of difficulties’ for working as well as for residing purposes especially with old age parents as dependent members ,kindly provide the information regarding following questions in the view of IOM 711.25/750.20 Dated 16.02.2011 issued by competent authority of EIL.

A)     A suitable and fit for use definition to avail its applicability of “difficult sites” apart from pipeline sites.

 

B)      A “list of difficult sites “   made available in the domain of non-HR employees by HR department till date.

 

C)      “Number of parameters” involved in the selection of such difficult sites along with its respective weightage. (As merely fascination and polarization of one’s mind in the factors like airport, railway station and medical college can’t be asserted for conceptualization of such definitions).

D)     If otherwise, sites of Assam or North east are so far have not been included in the above stated list, then on what account  the following points of consideration in your thought process has been discarded:

1)      Article 371B constitution of Republic of India provides for special provisions for state of Assam due to many geo-political,socio-economic,socio-political as well as ethnic-cultural isolation.

2)      Frequent disruptions and uprising of centrifugal forces, destabilizing the state governmental fabric.

3)      All time proxy war/conflict/violence like situations, Band, labour strikes in the region

4)      Provision of special duty allowance (refer Salary code 151) by EIL for being posted at such locations.

5)      Reference of provisions for relaxations made as per ANNEXURE 1  in Para no. 7.8.10(F) of TA rules in personal manual of EIL HR portal. [Excluded for Assam residents however).

6)      One of the highest rainfall geographical entities in the world, making life sometimes miserable for a sizable period of every year.

 

Kindly provide the above all listed queries so that victimization of applicability of such IOM can be stopped which was perpetuating due to unavailable proper definition of “Difficult Sites”.

    The clarity in this issue is extremely important b’coz many employees of EIL are kept away from this benefits under the ambigous words which are frequently defined by HR officials arbitrarily.

    Re-Drafted RTI Application .. since as per the RTI Act 2005, we should stick to just asking for information and not try to accuse or use emotional words on the RTI Application. I understand your frustration, but from an RTI Application Point Of view, the above kind of wordings will just act as an excuse and pretext for the PIO to reject your applications

    Sub : Information required as per RTI Act 2005
    Dear Sir ,
    Please provide the information regarding following questions, with respect to the definition of Project Sites, in view of IOM 711.25/750.20 Dated 16.02.2011 issued by the competent authority of EIL

    A)The Correct Official definition to avail its applicability of “difficult sites” apart from pipeline sites.

    B)A “list of difficult sites “ made available in the domain of non-HR employees by HR department till date.

    C) The exact details as per the official documents of EIL of every “Parameter” involved in the selection of such difficult sites along with its respective weightage.

    D) If sites of Assam or North east are so far have not been included in the above stated “Difficult Sites” list, then please provide the exact official details as specified in the documents of EIL, for the considering that the above said sites do not fall under the Official “Difficult Sites”
