Location- Tirkha Colony, Sector 3, Tigaon Road, Ballabgarh, Faridabad Haryana (3 Banquet halls adjacent to each other Bishambar Palace, Kusum Garden, Dream land..)

Respected Sir,
This is to bring to your kind notice the following
A- Above mentioned Banquet halls (3 in number) have come up in the center of populated area on all four sides.
B- In the marriage season the marriages in these halls cause a lot of disturbance to peace and security. Loud music, crackers shots in the Sky till 1-2 AM in the morning.
C- The Baratis (marriage party) park the cars all across and consume alcohol in the cars in open and sometimes misbehave with people and passersby on a 1.5 km stretch
D- The Marriage procession disrupts the traffic and chokes the road.
Please help us to know the answer of the following questions.
1) Are all these Banquet halls authorized for commercial use ( marriage party in this case) ?
2) If these are authorized for Commercial use (marriage parties) please help provide the CLU number and registration number and the copy of any legally approved authorization / approval letter and permits to run each of these 3 banquet halls?
3) Which is/are the responsible authority/s to grant permission to run the Banquet hall in this area?
4) Who has permitted running the above 3 halls. Or are these running without all necessary legal approvals from required authorities?
5) If these marriage banquet halls are operating illegally in any respect or do not have the required permits, what is/are the action the responsible authority will take?
6) When will responsible authority take action to help local residents get rid of problems mentioned above ( S. No A to D). We mean a permanent solution?
7) When will you permanently close / seal /shift the above said 3 marriage banquet halls to permitted non residential area?

Please provide the following information under the Right to Information Act.

Please answer with respect to the above mentioned location:
1. Please tell me the number of Banquet Halls (used for hosting marriage or any other functions) in the above mentioned location.
2. For each of the above mentioned Banquet Halls please provide me the CLU number and registration number and the copy of any legally approved authorization / approval letter and permits to run each of the aforesaid Banquet Halls?
3. Please specify which authority has given permits to these Banquet Halls.Also specify whether as a matter of practice or rule, Banquet Halls are permitted in residential areas?
4. Please specify the time limits on operations of these Banquet Halls (upto what maximum time at night can they remain functional).Please specify the maximum levels of noise prescribed to these Banquet halls by any competent authority.
5. Whether any complaints have so far been registered against these Banquet Halls.If “Yes” then what action has been taken on these complaints.By when will the action be taken.Tell me the names and designations of the officers who are responsible for checking that Banquet Halls stay within the rules and regulations (time limits or noise level norms or permission to run the Banquet Halls).
6. What is being done by the aforesaid officers to enforce the norms set by authorities (like the Central Pollution Control Board) on Banquet Halls.(According to Central Pollution Control Board Norms, “A loud speaker or a public address system shall not be used at night (between 10.00 p.m. to 6.00 a.m.) except in closed premises for communication within, e.g. auditoria, conference rooms, community halls and banquet halls”)
7. Please tell me whether valid licenses were obtained for all events that took place in these Banquet Halls in the year 2012.
This RTI Application is Ready to File. We request the applicant or any other person to file this RTI Application themselves as we are running short of volunteers to file RTI Applications. The volunteers of our organization are concentrating on more serious RTI Applications in which the applicants have a threat to their life or safety.
