Please go through the following extract of CCS conduct rules.
15. PRIVATE TRADE OR EMPLOYMENT:
(2) A Government servant may, without the previous sanction of the Government,-
(a) undertake honorary work of a social or charitable nature, or
(b) undertake occasional work of a literary, artistic or scientific character, or
(4) Unless otherwise provided by general or special orders of the Government, no Government servant may accept any fee for any work done by him for any private or public body or any private person without the sanction of the prescribed authority.
EXPLANATION – The term ‘fee’ used here shall have the meaning assigned to it in Fundamental Rule 9 (6-A).
It is clear that a government servant need not take permission to write a novel/fiction.
The information required is “Whether a government servant needs permission to accept the amount from the publisher for occasional literary work?”
As per rule 9(6-A) , such amount is counted as fee.
But, a clear answer from DOPT will help people who are harassed by their higher ups due to jealousy.

Dear Sir,
Please find below the drafted RTI, with modifications to make this application effective and specific.
It is now ready to file.
However we do not think that filing this RTI Application will lead to any threat or harassment to the applicant.We are facing a severe crunch of volunteers and are currently overburdened with other applications of the sort which might lead to harassment of the applicant.As it is our duty to cater to their cause beforehand, hence there might significant delay in filing this application.We hence request the original RTI requester to file this RTI Application himself/herself.
