Subject: Seeking Information through RTI Act-2005

 

Sir,

 

Kindly provide me the following information in documented form and if involves more than 10 pages  please provide the extra information in CD whose fee is being paid by me.

 

  1. Please provide a list of Such Engineering. Assistants in East Zone who have served their tenure completely along with the no of years of service in present station of posting.
  2. Please provide the reasons why they have yet not been transferred.
  3. Please give the names of such  Engineering employees under the cadre controlling authority of ADG (E) east zone, who had been transferred in between.1st January-2010 and 31st December-2011 by order and subsequently their transfer’s have either been cancelled or modified by another order within that period.
  4. Please give the reason for each such case emanating out of query no 3 above.
  5. Please give the list of such Engineering employee’s under cadre controlling authority of ADG (E) east zone, who have been transferred prior to their completion of tenure within the period between 1st January-2011 to 1st December 2011. Please mention the grounds on each such case.
  6. What are the available channel’s for redress of staff grievance’s and whether OM 25/34/68-Estt.(A)  issued by Ministry of home affairs  on 20.12.1968 needs to be followed in respect of representation from government servants on service matters.
  7. Please mention the no of arbitrations going on the subject of transfer under ADG (E) east zone.
  8. Pertaining to the large no of engineering employees not availing TA/DA evident in transfer list Cadre -1(23)/2012-S (21.2.2012) and Cadre-1(25)/2012-S (27.2.2012) please give the reasons for such decision and if they were done in public interest please describe the interest in detail.
  9. Please provide in CD form the Index card of all Engineering Employees that needs to be maintained as per transfer policy.
  10. Regarding representation from government servant on service matters, what is the period after which an aggrieved government servant can approach the higher authority when the lower authority doesn’t respond.

Please give the following information concerning all Employees whose disciplinary authority is ADG(E) East Zone

  1. How many such cases are pending in the Vigilance department which needs sanction for enquiry.
  2. How many such cases are there in which disciplinary action has been recommended by a lower authority and is pending sanction from higher authority i.e. ADG (E) east zone.

    This response shows that even responsible authorities have very less knowledge about RTI act. the queries have evoked a expected response and lot of queries have gone unanswered without suitable mention of the reason of denying information. This response suggests that there are some thing going on inside…transfers have become a way to earn money for some. people with 3 years of tenure left are transferred without reason to there choice place whereas some less fortunate are languishing for more than 15 years in difficult areas. I am preparing a detailed 1st appeal. I just want to confirm if all the contents of CD are available in the link mentioned as most of the material supplied in CD are old transfer lists which we did not ask in the first place. corrupt people are violating all policies and norms for benefiting those who are ready to pay.

    CPIO is also misleading us without answering directly query 6. I think there is no such Rule as 3C under CCS(conduct)1964 which deals with representation of govt servants on service matters. Also I am of the opinion that there is no such CCS(conduct) Rule 1952 as mentioned against query 10. I request members to confirm my findings so that I can suitably draft 1st Appeal.
