cancalled plot after auction by Mandi ADM

there are residential /comercial plots auctioned by ADM mandi .after that one has to deposit 1/4 amount immedialtely and rest 3/4 amount when demand note are issued by authority.but due to certain resason if any body is not able to deposit the 3/4 amount in stipulated time .authority cancel the plot & forefit the 1/4 amount. but authority have the discrenory power to restore the plot& can issue new demand note for 3/4 amount .by exploiting this clause ADM resore the plot of preson who bribe them & refuse to person who don’t bribe.for this I drafted the RTI.kindly have look & fine tune it
