You had filed this RTI Application.However you forgot to “sign” in the name of “Ritesh Singh”.We received the entire RTI Application back because it was not signed by any person. As only an Indian Citizen is authorized to receive information by means of RTI, hence anonymous RTI Applications are not accepted by PIOs.

its delivered on 09-Mar-2012, count 30 days from that. It will be 08-Apr-2012. Consider that the PIO replies on the last day i.e. 08-APR-2012 by ordinary post, then it will reach you by 18-Apr-2012..
Therefore, wait till 18-Apr-2012, and file a first appeal.

As I have already said above that we have received communication of transfer of application.Hence it is better that we wait wait for a few more days as we might get a reply to this RTI Application from CM office.
I dont expect reply from cm office of andhra pradesh because there is only one central information commissioner for whole state and there are 9000 second appeals pending in cic. moreveer this is the matter which rocked parliament for few days and it can cause huge embarrassment to state govt of AP. Generally we dont recieve reply for RTI application otherwise they state rejection by some reason. so it is better to go for first appeal
Param, can u look into the last comment by Navin and see if you can provide him the details, so that he can file an appeal on our behalf .. (as mentioned by him below )

For this instant of RTI Application,
1) Count 40 days from date of delivery, on 40th day send a reminder to PIO
2) Count 10 more days and send another remidner
Note: Send reminder by Regd Post only
3) On 55th Day file a first appeal, similarly send 2 reminder to FAA
4) Don’t worry about the FAA orders, and don’t settle even if the information is provided to you
5) on 100th day file a Second Appeal, Pray for imposing penalty on PIO @ 250 per day / 25000.. This Second appeal should not be focused on anything but imposing fine on PIO.
6) It may take 3 or 4 months for the case to reach the IC, and it may take another 1 or 2 months to dispose the case..
7) Be patient.
8) Since you prayed ONLY for Imposing Fine on PIO for not responding, IC will have no choice but to issue a Show Cause notice to PIO as to why penalty should not be imposed on him.

File the First Appeal with CM Office, as the application is pending with the PIO of CM Office of Andhra Pradesh. [Optional] You can send a copy of Appeal to Home Affairs ministry

If you signed the RTI Application, you may proceed to file the First Appeal..
If Ritesh signed the application, then only he can send the First Appeal..
If you want I will upload the format of First Appeal for Deemed refusal, you will have to attach the RTI Application, and transfer order.
