Details of payments made to Indus Teqsite / Data Patterns by Vikram Sarabhai Space Centre (VSSC)

Sir / Madam

Sub: Application seeking information under the RTI Act, 2005

Please provide the following information:

1. Please provide the amount (in Indian Rupees) paid by each entity in VSSC each year, to the companies or firms named ‘Indus Teqsite’ and ‘Data Patterns’ in exchange to items purchased from or services rendered by these parties. Please provide these details during the period year 1995 to year  2012. That is, for each entity, provide a table listing the financial year and the total amount paid during that year, for the period 1995 to 2012. In case the amount is paid from some other budget or account (other than those directly connected to any entity or facility), provide an additional table with ‘VSSC’ as the entity name containing the cumulative value of all such transactions for each year.

2. In addition to the above information, please provide the cumulative annual amount (in Indian Rupees) paid by ‘VSSC’ to the companies or firms named ‘Indus Teqsite’ and ‘Data Patterns’ during the period 1995 to 2012.

3. With regard to point no. 1 & 2 above, if consolidation of information from 1995 onwards is deemed time consuming, as an interim reply, you may please provide the details starting from the year in which  ‘COWAA’ system was implemented for managing purchase procedures.

4. With regard to points above, the parties ‘Indus Teqsite’ and ‘Data Patterns’ may be considered to be synonymous.

5. For determining the amount paid by ‘VSSC’, the centre budget and all project budgets shall be combined.

 

If you feel that above requested information does not pertain to your department then please follow the provisions of Section 6(3) of the RTI Act, 2005/Also as per the provisions of the RTI Act, 2005 please provide the details (Name and Designation) of the first appellate
authority w.r.t to your department with the reply to the above request., where I may if required file my first appeal.

    Dear Sir,
    Since we are currently facing a sever shortage of volunteers, it has become a bit slow to fle the RTI Application.
    We will eventually get to filing your application, but it definitely take few weeks before we get to yours.

    One thing you can do to help us getting this filed earlier, and get ahead in the queue faster is —
    You can file the RTI application in the name of one of us and sign it as Ritesh Singh.

    Sign in the name of ‘Ritesh Singh’, enclose an unaddressed Postal Order worth Rs. 10 as RTI Fees and send the RTI through Speed Post to the Public Information Officer.

      This RTI Application was returned saying that the IPO was drawn in favor of the PIO rather than the Accounts Office of VSSC.
      Also the letter did not bear signature of “Ritesh Singh”.
      Please look into the matter, Avnish so that at least other such cases do not appear.

        Thank you for the efforts. It seems that the name of the APIO of VSSC has changed. Is the exact name important? If it is, I’ll find out and post it here.

          Dear Sir/Madam,
          The IPO should not be drwan in the name of the PIO or APIO. The PIO/APIO do not send us the reply through post. They just write the reply and the sending process (money involved etc) is carried out by accounts section of the organization. Hence if the name is written on the IPO, the name should be of accounts section of the organization.
          When we send an RTI Application, we usually send it blank. The name is filled by the receipient accordingly.
