Why Dental Services in HP do not follow the pattern of Punjab

I want to know why dental health services in himachal pradesh do not follow pattern of Punjab.

Dental health services in Himachal pradesh are much below par, Although there is seperate Directorate but it is effectiveness is nullified at district level.by D.D.O. at District and block levelby C.M.O. S ,B.M.O S , Medical Suprintendents..
Various projects running in state e.g. Project Muskaan,School Health Programme require independent setup at district level like in punjab,A Post of Distict Dental Health Officer at district level, for monitoring and survaillaince of programmes and dental health services provided at institutional and camp level facillities may be given to him e.g. a Dental van and a jeep.
There are repots of clash of egoes between senior dentists and their medical officer counterparts.I was asked BY B.m.o to give casual leave to a medical officer appointed on R.K.S basis and who was 30 years junior to me.
There is no Decorum in Dental clinic at different institutional level.Even Our own much much junior dentists misbehave e.g. i would not like to mention the name one of my junior who is politically strong use unsterilised instruments,never use to wash his hands and and very objectionably to save local aneasthesia after injecting in patients refills the contaminated residual xyloccain back into vial.This is highly objectionable practice and can debarr him of his degree.Once i objected he abused and rediculed me in front of patients . because he has no fear and i can,t exercise authority as there is no diffentiation of a senior and a junior dental surgeon in job profile
In perephery conditions are even wrose.We are given darkest smallest, most humid space for dental clinic and dental surgeons are not given any person for assistance.
we people are forced to do work with contaminated instruments or left to face misbehaviour of politicians and local public.
Suicides have been reported in remote area by dentists in past.
iF THERE IS SEPARATION AT DISTRICT LEVEL I AM CERTAIN THAT QUALITY OF WORK WHICH IS MUCH MORE IMPORTANTS THAN TARGETS IMPROVE AND EVEN TARGETS BE ACHIEVED.
I share sympathy with u. Long dates filthy condition in an around hospitals, unhygienic working conditions have become part and parcel of almost all govt hospitals.
if PIL be filed in this case, it would result in some improvement that filing RTI.
