RTI Requests

1.  Can perusal of documents be carried out of any govt departments, on a weekly/monthly/tri-monthly basis by an individual.  If yes, do I need to have special permission for it and from whom? can an individual turn up on any day and demand files related with any subject other than the subjects exempted under RTI act.

2.  Can an individual not turn up for on the spot scrutiny under this act?

3.  There are depts dealing with the supply of materials, can it be not scrutised for the quality check by the individual meant for people at large?
