National Service Scheme is under Department of Youth Affairs and Sports, Govt. of India. There are 15 Regional Offices and one H.O at Delhi. The officers are expected to visit universities to oversee implementation of NSS Programmes in institutions. So, lot of money given to all regional offices for touring. For the past several years, these officers – Chief Officer, Cash Officer and Dealing Assistant/cashier silently loot public money through raising false bills. Though there exists an audit system by Delhi officials and State Accountant General Office people, no investigating audit is never done. Their modus operandi is as given below:
The officers travel by ordinary sleeper class or by ordinary bus but claim AC or higher class train fare by giving fake ticket numbers. Some officers claim TA/DA from visiting agencies and suppress this information. when they receive these benefits from visiting agencies, they also keep a closed eyes towards the irregularies committed by these agencies. For instance, purchase of vehicles and costly equpiments were banned in 1970s. but even today so many universities have been purchasing vehicles and equipments such as computers, digital or video cameras and permission is taken in a high level meeting attended by central govt. officers. This is a grave financial irregularlty.
There are so many complaints received by the Ministry in delhi on various officers of different regional centres. No action. Through RTI it can be ascertained yearwise how many complaints were received and what action initiated. When complaints get destroyed intentionally, how there could be any action ?
People who committed serious irregularities are asked to take VRS to avoid criminal action. Example, Umpathy (former Dy. Programme Adviser, Bangalore Regional Office) ( Dr.Gopalji, (former Dy. Programme Adviser, Delhi H.Q.) Ms. A. Wallang (former Dy. Programme Adviser, Kolkatta)
There are serious reports wanting action lying in the Minstry about financial irregularies committed by NSS RC officers of Ahmedabad, Pune, Chennai and Bangalore. Same is the case with all the NSS Regional Centres. These equiries were ordered by the then Minister, Mani Shankar Aiyar who left the ministry after a few months. So the criminals are thriving well without any action. They take huge tour advance of Rs.20,o00 to Rs.50,000/- and settle bills after 6 months to avoid any checking. Thus, a chief officer easily makes around Rs.4 to 5 lakhs.
They also get money for organising National Integration Camps, Pre Republic Day Parade Camps, Mega Camps, etc. These officers give substandard food worth Rs.100/- a day but get vouchers from the suppliers for more amount such as Rs.300/- Rs.500/- etc. other bills are also inflated or printed to suit the requirements. These are true facts. You can go to nss website – www.nss.nic.in and get the details of various officers. Only a CBI enquiry can fix these people. Please initiate legal action also.
