income tax refunded lesser than amount in IT refund acknowledgement

I had filed RTI against CPIO IT Circle 42(1) for refund of 45180/- Assesment year 2009/10.

But refund for only 32100/- was made without citing any valid reasons.The cheque has been attached in this mail.

Please help.
