Dear Sir ,

May the following information be provided.

1.   Have any instructions/guidelines been issued to mobile Vat units on the issue of stopping, searching of vehicles and seizing of material by the commissioner as envisaged in the rules.

2. Are these instructions available in public domain. If yes URL may please be provided. If no, a copy may please be forwarded.

3. It has been noticed by me that these mobile VAT units indulge in favouritism. They try to force regular transporters on their route to oblige them on a monthly basis. If they do not comply they are victimised. Their vehicles are checked at an increased frequency, hurting their service and therefore, their business. Since these transporters are in parcel booking business , each of their trucks carry material from 80 to 100 traders and possibility of 1 or 2 miss declaring their goods is always there.

Are there any instruction/guidelines to these units on this issue so that this situation can be avoided.

4)whether Non stitched ladies suits which are embroidered and only neck part is stitched are taxable or not may please be made clear. This item is being used to harass traders.  Officers treat it as taxable or tax free depending on whether transporter is on “good terms” with them or not.
