Illegal international calls causing endanger to national security and losses to national exchequers.
Please, arrange to provide the following information under RTI act regarding the International calls (ISD) originated from -532-0000000’ , where 532 is code of Allahabad and losses to national exchequer;
(A) Action taken reports submitted by the DoT , BSNL or CBI, in respect of representations received by Central Vigilance Commission (CVC) regarding conversion of ISD callers information into ‘0000000’ to avoid the identification of the ISD callers by BSNL / intelligence agency of India at Allahabad.
(B) What action has been advised by screening committee of CVC against Shri Sunil Gautam then Dy. CVO BSNL and Shri Kamal Bhagat, Joint DDG (NM) etc. for their frauds / manipulations in vigilance matters to mislead the screening committee of CVC regarding illegal ISD calls originated from Allahabad.
(C) What action has been advised by CVC regarding the illegal act of Shri Sunil Gautam the then Dy. CVO, BSNL for their malafide intention to cause endanger to life and security of the PIDPI complainant by revealing the name of PIDPI complainant in investigation reports under PIDPI resolution.
(D) Authenticated copy of all note-sheets and extracts of relevant files available in CVC, which contain any observation , comment or noting by the senior officers / officials of the Central Vigilance commission in respect of the representations regarding ISD calls originated from ‘532000000’, where subscriber’s virtual Telephone No. is ‘0000000’
(E) Authenticated copy of notes-sheets / Letters containing the comments , observations or any action taken reports, which were forwarded by office of CVO, DoT ; CVO, BSNL and CBI to the Central Vigilance Commission, in response to complaints regarding ISD calls originated from ‘532000000’.
(F) Whether, it came to notice of CVC official through any PIDPI complaint that a OFC Network link was established from Allahabad to VSNL international gateway via BSNL Kanpur for routing of the illegal ISD calls from Allahabad to VSNL gateway to avoid the monitoring and detection of these ISD calls by TAX at Lucknow? What action has been advised by CVC against such frauds for causing losses to national exchequer?
(G) What action has been taken by CVC in case of delay in furnishing of reports by CVO, BSNL regarding fraud at BSNL Allahabad to allow the use of the BSNL’s Telephone Exchange to originate International calls by converting actual Telephone No. into ‘0000000’. Provide the authenticated copy of all OMs issued by the CVC in this regard.
(H) Authenticated copy of the reports by CTE unit of CVC, who technically examined complaint regarding the ISD calls originated from ‘0000000’.
