regarding banking norms

Dear sir

i want to know about banking norms.

1. how is the governing body of banks in India. who make norms for bank in India

2. who is liable to make insurance of stock , property or any other thing financed by bank. bank or customer

3. if there is any indecent happened to financed good or property and there is on insurance of that property who is liable bank or customer

4. is there any norms for customer safety if the customer is bankrupt due to heavy lose because of any accident happened to the financed goods and property

it will be very kind of u to find answer of my this question

      I ask this query for RBI twice but they are not giving me appropriate answer as i my matter belongs to some rural farmers and a cold storage which is sufring a lot from this matter so what should i do further.

      yes dear i want to take this fraud bankers to justice without disturbing my business and if i disclose my name i wont get any loan or any help from any bank
