Dear Sir,

As a matter of right of information by the permanent residents of society the details may be provided to the residents of the society on following basis as how the Society is run by MRWA  and not under Cooperative Societies Act?

In the context to East West Group Housing Society,96 IP Extn,Patparganj,Delhi-110092,also nomenclature “Mayfair Appts” which is controlled by so called MayFair Welfare Residents Association(MRWA).  No administrator or Govt. representative has been provided to probe into the matter, why so?

It has been for several times brought to the kind notice of Registrar Cooperative Societies that this society has been lying defunct as such it needs to liquidated and a proper enquiry needs to be initiated within the ambit of Cooperative Society rules. The original records/balance sheets of the society have vanished or presumed to have been carried away by Shri Arun Kumar Sharma, the last Secretary, East west Group Housing Society who remained active till May 1998.He quietly sold off his flat (D 301) and moved out of the scene. Presently the society activity is run by a handful in form of Welfare Association with vested interests who repeatedly mange to get elected. There are frequent quarrels among the small blocs within the so called managing committee. Initially it got registered and compulsorily enrolled the residents and continues functioning on its own under the supervision of one clerk who was once a hired chowkidar in the Society. There is no developmental progress/repairs within the Society premises. MRWA maintains account in Oriental Bank of Commerce, IP Extn Patparganj, Delhi .

The residents of the Society are compelled to pay maintenance to this Association under compulsion of securing continuous drinking water, street electricity consumption charges, temple electricity and water consumption charges and the security which is hardly in its proper shape and discipline. There are number of residents who have purchased flats in the society but are unable to exercise their desire to be a permanent member of the East West Housing Societies and want to severe their affiliation to Welfare Association. A proper probe is needed to track the past records and fund mismanagement.

A fresh request is being made to your offices to intervene in the matter for suitable action under rules. This has become more articulate in reference to under sub rule (10) of Rule 106 of Delhi Co-operative Societies  Rules ,2007 whereby organizations such as Residents Welfare Association or Apartment Owners Association by whatever name it may be called , have been specifically debarred  from controlling or participating in the management of Co-operative Hosing  Complex.

In light of the above it requested to look in to the gross mismanagement of funds a probe on the legal documents gone astray of the East West Housing Group Housing Society with malaises please. There is a possibility that some original members may be in existence but they hold no control over this MRWA. All earlier appeals and requests have fallen to deaf ears of the concerned in your offices please.

A numerous representation for initiating enquiry against the operating this so called CGHS has not at all given a fair justice and embezzlement of fund has repeatedly occurred there is no action from the appropriate end is in sight whereas it is a strong case for the intervention of CBI in light of the public money and missing documentation of the cooperative society.  Hence as a matter of right of information by the permanent residents of society the details may be provided to the residents of the society.
