My question to to himachal government is on what grounds they have permitted priyanka gandhi to construct a house when an individual  person from other state can not buy land in hiamachal pradesh.

Using the analogy of #1 as an OCI holder you cannot buy agricultural land. Even though you can acquire it by inheritance you cannot buy agricultural land because of your foreign citizenship.
