Regarding Technical Degrees/Diplomas through Distance Mode!

As per the Minisitry of Human Resource Development, Govt of India Gazette notification No. 44 F.No. 18-15/93-TD. V/TS.IV dated 1st March 1995, states that ‘…..On the recommendations of the Board of Assessment for Educational Qualifications, the Government of India has decided that all the qualifications awarded through Distance Education by the Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under section 3 of the UGC Act, 1956 and Institutions of National Importance declared under an Act of Parliament stand automatically recognized for the purpose of employment to posts and services under the Central Government, provided it has been approved by Distance Education Council, Indira Gandhi National Open University and wherever necessary by All India Council for Technical Education, New Delhi…..….’

 

As per the information provided by the Distance Education Council(DEC), the DEC has accorded  Post facto recognition till 2005 to following Universities in 2007 to offer programmes through distance mode on the basis of recommendation of a committee formed to examine their  proposal. The report got approved in the third joint committee meeting of UGC-ACITE-DEC

 

1.JRN Rajasthan Deemed University Udaipur

2. IASE Deemed University, Sardarshahr

3. Vinayak Mission University Salem

4. Allahabad Agricultural University, Allahabad

 

I seek the following information:

 

  1. As per the information available with the committee, these Universities were offering Engineering Programmes (B.Tech/BE, MTech/ME, Engineeing Diploma or not)?
  2. If yes, have they got the AICTE approval or not?
  3. As AICTE Nominee was there in the joint committee meeting, as per his knowledge these Universities have got the AICTE approval or not

 

As per the information provided by the DEC, some universities like JRN and IASE Deemed Universities got the provisional recognition to offer programmes through distance mode for one academic year 2007-08, for  programmes approved by the statutory bodies of the University. But for the Engineering Programmes they need separate approval from the AICTE, as per the Gazette Notification 44 and as per the information provided by the DEC.

 

So as per information available with the MHRD, are these Universities have got the approval from the AICTE to offer Engineering Programmes (B.Tech/BE, MTech/ME, Engineeing Diploma or not)    through distance mode.

 

Similarly, the information is required on the territorial jurisdiction of the Universities, as per the information provided on the recognition letter of 2007, it is clearly mentioned that the DEC will not insist on the territorial jurisdiction of the Universities. So any University can open study centre anywhere in the country even the Deemed to be Universities.

In the greater interest of  the thousands of the aggrieved students, the MHRD should compile these information and provide as soon as possible. It the CPIO MHRD should refrain from forwarding these applications to the concerned parties and they replying ambiguously.

    please let me know when joint commitee of ugc-aicte-dec have gaven provisional recognisation to these deemed universities then why separate approval from aicte is needed,because member of aicte is also present in the meeting

    Friends! The notification of Govt. of India quoted above says qualifications acquired through distance mode required DEC approval and AICTE approval where ever necessary. till date AICTE has not given approval for these courses.
    Joint committee has hurriedly taken decisions about the jurisdiction of deemed universities, Institutional recognisation instead of course/programme and post facto recognization in 2007, for which they don’t have authority. simply joint committee have issued blank cheque to deemed universities on the account of others. Neither DEC nor Joint Committee is authorized to do so by virtue of MoU signed by UGC, AICTE & DEC. approval given by UGC,AICTE and DEC signed jointly or severally is valid. don’t waste time & money pursuing education with the deemed universities. already got cheated shall file suits against the concerned, instead of making of back door trials for getting validated their degrees/diplomas for in service promotions as well as jobs if any in the public & private sector.
