I had given complaint to  vibhaghi sanimbandak.He in warded complaint under no  3782/29/06/10 and another complaint under no3367/5/4/11..He had directed complaint to his subordinates but no action taken till date .Has  this officer liable for punishment under service rules

    If the complaint was recommended along with the complaint being directed to the subordinates, then the subordinates are liable, otherwise NO.
