non responsible CM

I had given complaint to chief minister govt of Maharashtra on 19/2/11 under speed post  but no acknowledgement nor any reply.Can Cm be responsible of negleting duty as per public servant

    Not at all, Duties of the CM do not entail giving acknowledgment to all the letters received by him.
