Bifurcation of Reporting Service in Lok Sabha on the basis of Language – Hindi and English

Sir,

The Reporting Service in the Lok Sabha Secretariat has been bifurcated on the basis of language – Hindi and English.  As per the information available, the order was issued by the Lok Sabha Secretariat  in the month of March, 2012. I would like to ask the following -

(a) Is it true that the Reporting Service has combined seniority amongst Hindi and English Reporters  since its inception?

(b) Is it also true that the recruitment in this service is done both in Hindi as well as in English language by maintaining combined seniority ?

(c)  Is it true that on the basis of combined seniority, till date, promotions are made and Reporters Branch is sometimes headed by Hindi Sr.most Reporters or sometimes by English Sr. most Reporters?

(d) What is the ratio of work between Hindi and English Language in the last ten years in the House as well as Committees?

(e) Is it true that after the bifurcation of Reporting Service, English Reporters will be benefited in promotion and they will superceed the senior most Hindi Reporters?

(f) Is it also true that at the behest of the two senior most English Reporters, the Administration took steps to bifurcate the Reporting Service into two services – Hindi and English?

(g) Will this bifurcation maintain the congenial and cohesive environment amongst the Hindi and English Reporters?

(h) Will the proceedings of the House as well as Committees be issued separately as Hindi Part and English Part after the bifurcation?; and,

(i) Is the Administration releasing promotional orders for the promotion of the English Reporters, thereby jeopardizing the interest of senior most Hindi Reporters?

    Hello Ankit,
    It is true, it does not invovle any threat. But the fact is, LSS has full
    powers/rights to take any action at any level or at any point of time.

    Sir the powers of the LSS are limited to the workings of the LS. It is infact a very powerless authority.
