Unfair payment of running allowance and Erroneous promotion
A technical person after selected through Railway Recruitment Board join Indian Railways as Assistant Loco Pilot (ALP)
In Indian Railways persons direct connected to running a train, called “running Staff”. Loco Pilot, Asst Loco Pilot and train Guard are called Running Staff. Running Staff paid a 30% extra to their allowances.
1. For get promoted as Loco Pilot (Goods) , an ALP needs 60,000 Kms actual foot-plate experience of train working. Similarly,
2. For get promoted as Loco Pilot (Passenger) , an LPG needs 40,000 Kms actual foot-plate experience of train working.
3. Loco Pilots can be drafted for stationary duties (other than running) to work as power controller and crew controller for a period of 3+1+1 years.

Now the problem is :-
In South East Central Railway, Raipur Division, Mechnical department two Loco Pilots (Passenger) , Shri Sudesh Kumar Mehar and D. Mondal got promoted over ruled all Railway Board rules.
1. They worked on Stationary posts from year 2003 to 2012 ( till now), total 9 years instit of 3+1+1=5 years. On which rule they paid running allowance by railways ?
2. Without working on trains as ALP how they promoted as LPG ?
3. Without getting 40,000 kms foot-plate experience as LPG, how they both became LPP? ( RTI document attached)
4. Now in next Loco Inspector promotion without 75,000 kms foot-plate experience why they are considered, as their tenure of legal drafting ( from 2008-2011) expired ?rbe-101-2008 ALP Promotion
