Subject: – Request for information under the Right to Information Act, 2005

Sir,

TheOsmaniaUniversity,Hyderabad, AP is a “Public Authority” Under Right to information ACT 2 (h) of (a), (d) and/with (ii).

I wish to seek information as under 2(f),(j), with (i) of the Right to Information Act- 2005.

Kindly provide the following information under the Right to Information Act, 2005

 

  1. Please provide information on the number of computers in use (at present) in all the departments of the Osmania University Further, provide information on the names of the software used on these computers.
  1. Please provide certified copies of software licenses, invoices, delivery challans, and Tax receipts for the software, installed on computers used in all the departments of the university
  1. Information as to, whether the University bans the use of pirated software in the affiliated colleges. If yes, what is the measure taken by the University if any college is found to have used pirated software.
  1. Please provide information if there is any conditions from the University which stipulates that no illegal activity/Crime should be committed in the University campus or all the affiliated colleges.
  1. Please provide Information on action taken on affiliated colleges who are engaged in using pirated software, which is a crime under copyright act.
  1. I want to inspect Records of number of affiliated colleges who have not purchased licensed software as per norms of the University.
  1. I want to inspect  filled applications forms all the colleges who have applied for extension of provisional and new affiliation (in the format prescribed by the University)
  1. I want to inspect of all bills, payment receipts, bank statements for purchase of computers and licensed software, submitted by colleges to either extend or gain new affiliation from the University.
  1. I want to inspect detailed inspection report conducted by inspection committee in the year 2008-2009 (of all the new colleges that applied for affiliation and existing colleges who have renewed their affiliation) for the type of colleges provided below

 

• Engineering colleges

• MCA Colleges

• MBA Colleges

• B.Ed Colleges

• Pharmacy Colleges

• Degree Colleges (Who are conducting computer
courses) such as B.Com (Computers), B.Com (E-
Commerce), BSc (any stream with computers as part
of subject

• PG Colleges

 

  1. Please provide certified copies of rules & regulations and terms & conditions to extend or get affiliation.
  1. Detailed Syllabus of computer education imparted in theOsmaniaUniversityaffiliated colleges.
  1. Please provide certified Information on the system used to run a computer lab, ratio of computers to be used, and working hours and batches prescribed (for students) to teach computer education in affiliated colleges.
  1. Under Section 2(f), (j), with (i) of the Right to Information Act, 2005, I wish to inspect all affiliated colleges ofOsmaniaUniversity, AP.
    • Please let me know the separate dates and times for inspection of each and individual affiliated college. Please also state the venue for inspection where I can come along with colleagues, domain experts and Attorneys & Advocates 
    • I would like to inspect the following documents at the time of inspection. These records should be made available to me for inspection when I come for inspection of the affiliated colleges of Osmania university

 

i.      Latest compliance reports

ii.      List of teaching staff in the prescribed format.

iii.      NCTE / PCI / AICTE permission or renewals.
iv.      State Government permission.

v.      Affiliation Orders of the University for the Previous Year.

vi.      Registered Lease Deed of the Building, if the College is housed in a rented building.

vii.      Library Accession Register – with details of books / Journals added during the last academic year.

viii.      Library Books Issuing Register.

ix.      Bills / Payment receipts / Bank Statement for the purchase of Library Books and Journals and other purchases       including Equipment, computers, Licensed Software (S)

x.      Staff Attendance Register & Teaching Diaries.

xi.      Student Attendance Registers.

xii.      Statement of consolidated attendance which was sent to the Examination Branch during the last academic year.
xiii.      Valued Answer Scripts of Internal Assessment Test and statement of marks sent to the Examination Branch during the last academic year.

xiv.      Bank Pass Book / Bank Statement of the financial transactions of the colleges.

xv.      Acquaintance Register.

xvi.      Statement of Room wise / floor wise accommodation and allocated for course.

xvii.      licensed software (s) CDs

xviii.      bills / Invoices of licensed software (s)

xix.      payment receipts of licensed software (s)

xx.      Licensed software Agreements proved by the company.

 

At the time of inspection, I might ask for photocopies of certain documents shown. You may provide me the same upon request against prescribed fee, or you may send them to me separately later.

I state that I am not seeking personal information which would compromise the privacy of any individual.

To the best of my knowledge the information sought does not fall within the restrictions contained in Section 8 and 9 of the Act and to the best of my knowledge it pertains to your office.

It is requested that this information along with documents may please be forwarded to the undersigned in ENGLISH language, duly attested/certified by appropriate authorities so as to make them legally admissible in a Court of Law.

If you feel that the above requested information does not pertain to your department then please follow the provisions of Section 6 (3) of the RTI Act, 2005. Also as per the provisions of the RTI Act, 2005,

Please provide the details (Name and Designation) of the first appellate authority to your department with the reply to the above request, where I may, if required, file my first appeal.

Please intimate us the costs incurred to provide us the above mentioned detailed information, so that we can readily pay the costs and obtain the information as per the RTI Act 2005.

If you do not directly deal with this application or a part thereof, kindly forward it to the right PIO under section 6(3) of RTI Act with intimation to me. You are required to do so within 5 days of receipt of this application, as per section 6(3) of the RTI Act.

The above requested information maybe kindly furnished within the time period of 30 days as provided in section 7 of the RTI Act.

    Applicant how do want RTI anonymous to help in this.
    RTI is nicely drafted in my opinion.
    Since you have asked for inspection, do u want to file it yourself?

    Since you are asking for inspecting documents in your RTI, there is no way that would ensure that you can stay anonymous. So, RTI Anonymous cannot help you on this matter.
