I had filed an RTI application demanding following information. But PIO and First Appellate Authority instead of giving the demanded documents, inviting me for inspection of the record. I apprehend the threat by vising the office of public authority, as all these reappointments have been done illegaly.

Can you be more specific that what information would you want to seek now. Do you want to file appeal or file RTI again. The information which is provided by inspection or reply by PIO is sufficient or not ?
If yes , then what information do you want to seek now?
If No, then had you filed first appeal to apellate authority ?

I had also filed the first Appeal but FAA also disposed off the Appeal when the PIO once again invited me to inspect the record despite my objection in first appeal.
I request you to file the RTI application once again seeking the copy of file related to the matter without demanding inspection of record.

PIO has not provided any document till date related to the subject matter. I am not satisfied with his reply who has been inviting me for inspection without giving me the information (documents) demanded in the application.

if he is allowing you inspection of documents, you should go along with two to three other people as witnesses – this would allay your fears of being threatened there. This would help you in quicker information. Pl note under Sec 4 which allows inspection of files, you can ask for photostat copies too.
I am sure the department will allow the inspection of incomplete record file. Any applicant be sure about the completeness of the record shown to him.

1. The only way you can get your request through is by narrowing down your request to a few documents that you are sure will help your case.
2. Your present request for information seems to involve significant effort to collate and the output of which would be voluminous.
3. There is little chance your appeal to CIC will go through in the present shape ( that is when it comes up after 8 months).

Sir, Now the ball is in the Information Commission and two hearings have been conducted by the Commission.
On first hearing, at first, representative of the PIO took the excuse of being in custody of PIO during the 1st hearing. When I opposed his contention and direction of Commission to be ready sworn on affidavit, he changed his stand about the record under seal and Finally commission gave 20 days time to provide the entire information.
On the second hearing, the other representative of PIO provided incomplete information (related to re-appointments on contract basis for only 6 months) before the Commission. When on the spot, I pointed out the deficiencies that the information pertains only 2004, not till date, the commission directed me to point out deficiencies parawise within 7 days and PIO to clear them upto 31 January.
I have pointed out deficiencies in written and now it is upto PIO to respond.

The FAA had disposed of the Appeal on 03.10.2011. Interestingly the letter sent by PIO, on which basis appeal had been disposed of, was sent to me only on 03.10.2011 via registered post (on the date of disposing of the case).
