Subject:-reagarding matters pertaining to service issues

1)Is there any example of any central  govrenment employee in any cetral govt department, being recriuted to any direct entry post by the LDCE(limited departemental govrenment examination from another wing/side of the same department,yet on his/her appointment letter it was written that he/she has been promoted to such and such post,is that LDCE examniation was equivalent to promotion,so why there was no common seniorty list in both the flanks/wings of such orgainsation?

2)Give the names of all such employees along with their earlier designation with the designation to which they were promoted/selected  through such LDCE examination?Were these wings equvialent in nature at the time when this appointment took place?

3)What will be the mode of protection envisaged by D.O.P&T now the protection of seniorty of that employee in the heriarchy which she/he came/joined after qualifying  a LDCE, if the rate of promotion became faster/rapid in his/her former wing /flank to whcih he;she originally belonged to,in comparison to his/her parent wing/flank to which she/he is belonoing now,as it indicates that although these two wings were two diffrent wings but actually they were one wing/flank, which unite at a particular level to become one herirachy/cadre?So were the  cadre of these two wings one or were different so what were their cadres or cadre?

4)Can a direct recruitment can be done to a partly promotional & partly deputational  post through open examination or otherwise,so is there any example in any central govrement department where a anamolous direct recruitment was done to a promotional post to which the employee who was recruited/promoted though LDCE without any mention in the RRsof this partly promotional and partly deputational post?

5)Kindly provide RRs of all such post(s) in both the wings which clearly specify thier status in payscale and otherwise,since incpetion till date with all amendents?Did cadre review took place in only wing/flank while other flank.wing was overlooked with vested interests?give reason and justifications with cpoy of all notesheets pertaing to this matter?

7)Now kindly provide information about why the RRs/Gaztee notifiation of all the cadres are visible in the website of this department except to the post along with other post(S)in his/her herirachy,except of one partiucalr post two tiers higher/upwards in herirachy,  to which the employee was  promoted/recriuted through LDCE?

8)Were both the cadres/wings/flanks were civilian execuitve cadre in every aspect to which the employee was  promoted/recriuted through LDCE,till the new RRs/Gazette notification were passed in whcih on wing/cadre/flank was declared combatised? Can RRs of wing/flank/side/cadre prior to the passing of a formal gazette notifaction of the entire department can be legal with provision to rise to the top most post which is the head of this department?Why can’t a proposal can be submitted to the govt of India by passing a special act as 30% vacancies are existing in IPS cadre of Govrement of India?Along with extention of admssibilty of super time scale in 13 years of continous serviced to the uniformed now combatised wing of such department?
