regarding transfer without recommendation of the controlling officer

Sub:-Seeking of information regarding transfer without recommendation of the controlling officer
Sir,
please provide me information about the subject mentiioned above;-
1)In which CAPF under M.H.A there is unwritten policy of accepting transfer application without the recommendation of the immideate controlling officer?Is this policy a result of direct or indirect neopotism by a people hailing from a particular state of India in favour of a partiuclar state of India?Kindly give the name of the state?
2)Kindly give all the names of all such individuals with their names whose transfer applications without recommendation of the controlling officer were forwarded & considered and transfer was actually done in the last 06 months?Kindly give the name of the senior officers of involved in it,who were involved at FTR level who hoodwinked thier immideate head ,the I.G. FTR of their respective FTR and misused their official position to ensure such out of way transfer?
3)Is M.H.A contemplating a proposal to direct the head of such department/force to call an explanation from such errant officer at FTR level and issue him/her a recordable warning with adverse entry in his ACR?With a transfer without TA/DA to some distant feild fromation in some other state for rest part of his carreer?
4)His M.H.A contemplating a proposal to direct ther head of such department/force to call an explanation from such errrant officer ,who head the branch delainfg with the pers/estt matters of the individual under transfer, at FHQ level who despite in recpiet of an anoymous complaint lodged at the F.H.Q of such force,suppressed the matter as to ensure no action is ensured on that anoymous complaint?What is the name of the officer?What is his home state?Is this officer habitual in favouring personnel from his home state?Is hOD of the this department will be directed to intiate an enquiry against this officer and issue him a recordable wraning and transfer him to a distant place as if to ensure impartialty in transfer?
5)Was this employee was transfrred with TA or without TA/DA?Is HOD of such department/Head of the focre will be directed to retransfer the errant individual employee to a distant place in Bihar/Bengal/NE who is habitual of manipulating his posting(s)& located permanantlt away form his home state & issue him a recordable warning with adverse entry in his ACR?

Through the RTI Act we can just extract information from a government body. RTI cannot be made to answer the reasons for a particular policy (unless the reasons have been specifically mentioned by a committee) like “Is this policy a result of direct or indirect neopotism …”.
I request you to post the final RTI Application as reply after making the above changes.
