Non Receipt of salary Dues

Smt Manorama Dei(PIO) Under Secretary Public Grievance & Pension administration Dept 0674-2322655 Shri Gadadhar Nayak(Asst PIO) Section Officer P.G & P.A Dept also Ananda Ch Sial(FAA) Labour & Employees state Insurance Dept Addl Secretary to Govt K.C Baske(PIO) Under secretary to Govt Labour & ESI Deptt Odisha Secretariat,Bhubaneswar Note-I am confused where to send my RTI between these 2 dept plz suggest)

I had worked with ACE Eduventure Pvt Ltd(coaching center for IIT Jee/Medical) as Business Dev Mgr,Bhubaneswar(Odisha)from Feb-Mar’12 but i am yet to receive my pending salary for March’12 as well as travel exp for these 2 months[total Rs 23000-15000(salary),8000(exp)]even after repeated reminders over telephone as well as registered post.I have already left this job in Apr with resignation letter mentioning me being relieved from duty.Many of my colleagues also have foregone their salary as they don’t want to pursue proprietor.It is registered under Shop & establishment act.

I had complained to Labour dept & even after 2 reminders to Mr dharanidhar nath yahoo mail id no response yet.Kindly draft my RTI as i would like to pursue this matter earnestly.Below is the status of my complaint on govt website-www.pgportal.gov.in.
