Parking Fees charged by Shopping Malls

Need help in framing RTI against Exhorbitant Parking Charges by Shopping Malls, are they authorised by Muncipal Authority to charge ? whom should i address the RTI ? I am talking about 2 Malls in our area in Mulund ( Mumbai ), charging Parking fees, I think they have been given setback for building parking facility and they are misusing with the help of BMC authorities.

Sir pls help me in framing RTI and let us expose it.
