1)      What is the importance of Higher Education inIndia.

 

2)      Please provide a copy of the funds allocated to the UGC year wise, headwise for the next five years.

 

3)      Since how long Chairman, UGC post is vacant. Reasons for not finalizing selection of the Chairman post.

 

4)      When did the Search/Selection Committee constituted for the selecting/recommending the names was constituted.

 

5)      When this committee submitted its recommendations to the UGC/MHRD.

 

6)      When did the MHRD forwarded the recommendations to thePAC.What were the comments of the PAC and when was the file sent back by the PAC to the MHRD.

 

7)      Where is the UGC Chairman’s selection file at present. Please provide the details of each days work done on the file till date.

 

8)      How much more time is required to clear the file of UGC Chairman.

 

9)      Whether Search/Selection Committee recommended the name of Prof Ved Prakash or his name was rejected.

 

10)  If Prof Ved Prakash’s name was rejected, reasons for rejection.

 

11)  When his name was rejected to be considered for the post of Chairman, UGC how he was made and what are the reasons and who has made and under what authority, Please provide all details.

14)  Who is responsible to ensure swift completion of the process, please provide names and designation of officers at the MHRD, UGC and PAC level.

16)  Please provide details of the funds released and sanctioned from February 6, 2011 till preparation of reply to this RTI application. Please mention the full address of the University, institute, status of the university (central, state, deemed, private etc.), head, quantum of funds sanctioned and released.

 

17)  Please provide list of foreign and national tours under taken by Prof Ved Prakash in the capacity of Acting Chairman of the UGC from February 6, 2011 till the time of preparation of response to this RTI Application. Name of the institute visited along with address, contact person of the institute, purpose and amount spent on TA/DA and travel etc. on each foreign and national tour and source of funds, whether borne by the UGC or “OTHERS”. Please also indicate against each foreign and national tour/trip mode and class of travel.

 

18)  Please provide information whether ACTING Chairman Prof Ved Prakash name was considered by the Search Committee and recommended his name for the post of CHAIRMAN, UGC?

 

19)  Please provide details of permissions given to new colleges, universities, deemed university status etc. etc. from February 6, 2011 till the reply is prepared for this RTI application.

 

20)  Please provide certified copies of the file notings of the entire file with all other related documents referred in the file notings from the respective file relating to the selection process adopted through which the Appointment of Prof. Veb Prakash, for the office of the Chairman (Acting) of the UGC was concluded.

 

21)  What is the present status Chairman, UGC selection, where it is pending, what are the reasons for the delay, if any and who are persons/officers responsible for this undue delay, please provide names, designation and full addresses.

 

22)  Whether there is any time frame for completing the selection process of UGC Chairman?

 

23)  Whether Acting Chairman can claim to be CHAIRMAN in the UGC website and all UGC correspondence.

 

24)  Whether ACTING chairman, UGC can work and have full powers as regular Chairman of the UGC?

 

25)  What are the powers, duties and responsibilities of the Chairman, UGC.

 

26)  Please provide a certified copy of the appointment letter along with detailed mandate of the Chairman,UGC.

 

27)  Who will be the chairman of the UGC Commission and what is the tenure?

 

28)  Please provide a certified copy of the present UGC Commission along with tenure.

 

29)  Thousand of crores of rupes is sanctioned, permission given to set up new colleges, universities is given and education policies are made. For such an important position which is responsible for giving direction to the higher education and the nation, how can we expect good results if a person with wrong and unlawful measures occupies the chair? There is a need to raise this issue at all level. Otherwise, the menase of education fraud, illegal universities, colleges, certificates etc. will crop up and genuine and intelligent students suffer.

 

30)  Under the proviso to Section 4(1) on the High Powered Committee (HPC) to recommend to the PAC the name of the selected candidate, the integrity of that decision making process is got to ensure that the powers are exercised for the purposes and in the manner envisaged by the said Act, otherwise such recommendation will have no existence in the eye of law.”
