Sir,

It is observed that the Enforcement Officers of EPFO (under Ministry of Labour & Employment) , are  not  working  in accordance with the Head Office Circular Dated 30/04/2009,through which specific guidelines and instructions  have been issued with regard to  inspection and survey of the establishments  but they are visiting the establishment on their own sweet will. Such action of the Enforcement Officers has generated Rampant Corruption.

You are requested to furnish the  information  as below:

 

I. Whether while selecting the establishment for inspection , by Enforcement Officer, they  have  considered the inspection of establishment  on the basis of Defaulter’s List submitted by Accounts Section as directed in your Circular No. Coord./11(61)2005/Adm.Ins./Cir./Part/2163-2363 Dated 30/04/09 ?

If Yes , How many Number of Establishments have been Visited  by Enforcement Officer , Name Wise, for the period  w.e.f  01/04/2011 to 31/03/2012 and 01/04/2012 to 30/08/2012.

If No,  How many Number of Establishments have been Visited by Enforcement Officer, Name Wise,  for the period  w.e.f  01/04/2011 to 31/03/2012 and 01/04/2012 to 30/08/2012.

II. Whether Performance of each EO has been reviewed as per Circular No. Coord./11(61)2005/Adm.Ins./Cir./Part/2163-2363 Dated 30/04/09 ?

If Yes, How many Enforcement Officers , Name Wise , has/have been withdrawn from the field assignment, for  evasive/ non committal , non conclusive report and not working in accordance with set  guidelines under  Circular No. Coord./11(61)2005/Adm.Ins./Cir./Part/2163-2363 Dated 30/04/09. for the period  w.e.f  01/04/2010 to  30/08/2012.

If No, How many Enforcement Officers, Name Wise of whom review has not been done for the period  w.e.f  01/04/2010 to  30/08/2012.
