Want to know the salary deformities.

chief district medical officer,
central district,Dhs,govt. of N.C.T of delhi
streat no.-4, baghichi alaudin, nabi karim,
paharganj, New Delhi-110055.

The employees on contract basis posted in different medical centres under you have never got their salary on time. In about 12 months of their job they got salary only 3 or 4 times. About 4,5 months salary in still dew till date. This delay may be differ for different units,but all suffer the same problem. As the chief of authority we want to know few questions regarding it.
1. what is the reason for this delay?.
2. These employees don’t have big salaries, salary never comes on time. how can they manage their family needs in this condition. who is responsible for this inconvenience?.
3. In this condition if this staff resign & vacancy create on their posts , who will be responsible for it?.
4. provide us the details of salary given to the staff on contact basis in last 1 year.
Question 2 can be modified as name and designation of the officer responsible for managing this duty.
Though question 3 is opinion based question which doesnot come under RTI Act but still it would prefer to include it.
