Why Dalai Lama and Robert Vadera are exempted from pre-embarkment checks

As per AVSEC Order No 06/2009 circular Shri Dalai Lama and Shri Robert Vadera are exempted from Pre-Embarkation security checks at all airports of Bharat.
I would like to know about the reason for exempting Shri Vadera, a private citizen of Bharat, and Shri Lama, who took shelter in Bharat, from Pre-Embarkation security checks.
Please send me following details:
1. Under what rules they are exempted from pre-embarkation security checks?
2. Who recommended their exemption and from when?
